Description

Arlington County (County) is seeking the services of a qualified firm to provide a Services to Seal and Secure Structures for a period of up to three (3) years. I. INTRODUCTION: Arlington County (County) is seeking the services of a qualified firm to provide a Services to Seal and Secure Structures for a period of up to three (3) years. This solicitation is issued within the guidelines of the Arlington County Small Purchase guidelines. II. BACKGROUND: Arlington County, an "urban village" of approximately 26 square miles located just across the Potomac River from Washington, D.C., is both a residential community and a major employment center. The County's permanent population is currently in excess of 240,000 residents, which increases by more than 25% during the workday with the influx of commuters. Arlington County is home to landmarks such as the Pentagon, Arlington National Cemetery, Washington National Airport as well as the Iwo Jima and USAF memorials. Arlington County is also home to the Washington Capitals practice facility. Arlington County Police Department (ACPD) and Arlington County Fire Department (ACFD) are responsible for public safety, fire protection, emergency medical services and providing resources to provide safe environment to residents and visitors. On occasion there is a need to force entry into location to check on the welfare of the citizens and assist in medical emergencies. As part of risk management there is a need to ensure that a temporary structure is put in place after forced entry so the residence or business structure and its contents are protected from unauthorized entry and secondary damage caused by weather. III. SCOPE OF SERVICES: Contractor shall provide seal and secure services to the County on as-needed basis (the Work). County estimated approximately 12-20 incidents per year. The method of forced entry and the resulting damage at the entry points can vary. The building structure at the entry point, the building level floor, and the type of the window or door will all play a role in the resources needed in securing that entry point. Contractor shall propose means, methods, and pricing structure for completing the work following the best practices. Contractor shall indicate the detailed means and methods in their proposal, as indicated in Section V submission requirements. At the minimum, Contractor shall meet the following requirements in performance of the work: A. General Requirements: 1. Contractor shall be available 24-hour, seven-days-a-week. The Contractor must provide a singlepoint-of-contact phone number available 24/7. A paging, email, or testing system is not permitted for seal and secure callouts. 2. Contractor shall be responsible for be responsible for all labor and materials required to complete the Work. 3. Local representative of the Contractor shall communicate with to the County dispatch no later than 15 minutes after the call for service. 4. Contractor's fully equipped repair team must be able to respond to site and provide services within one (1) hour of the time of communication with Arlington County Dispatch. 5. The Contractor shall ensure that all employees have sufficient experience and/or training to provide the agreed-upon services in a lawful, safe, proper, and effective manner, are able to provide exceptional customer service, and are able to effectively communicate with on-scene County personnel. Successful Offeror shall provide a telephone and online customer service desk that is available, at minimum, during standard business hours.
