Last Day for Questions August 30, 2022 (5:00 pm) Notice to Proceed (Design) September 29, 2022 Questions related to the submittal requirements and procedures should be directed to: Sarah Watson, EI - Civil Engineer Town of Frederick 720-382-5603 swatson@frederickco.gov The Town of Frederick has secured funds for the creation of a Potable Water Infrastructure Master Plan (WMP) to provide a long-term vision for the Town of Frederick. This document will serve as a guiding document for improvements to potable water system that can be updated on a 5-7-year basis. The Town's goals for the WMP are to be strategic with existing and future investments in the water systems and improve water service to our existing and future customers. The WMP should also recognize evolving technology and future trends in potable water system design. Having a well-planned and connected water system is vital to the long-term fiscal health of the Town, helps the Town meet its sustainability goals and ensures the continued viability of its small-town character. Promoting water conservation and planning for future improvement and expansion of the system, with future technologies in mind, further advances these goals. This plan will support and meet the Town's Strategic, Reliable & Sustainable Infrastructure Goal. The goal states that "Frederick is dedicated to investing in existing and future transportation, water, stormwater, and technology while planning for sustainable growth and development. Frederick takes steps to implement all adopted plans." The WMP will help address the challenges of facilitating growth in a strategic manner, within the reasonable fiscal constraints of the Town's budget and limited state and federal funding, and in a way that is responsive to anticipated changes. The WMP will be coordinated with regional plans and investments, and will provide equitability and support for all segments of our community. With influence from the Town of Frederick's Short-Term and Long-Term water supply plans, Water Efficiency Plan, Comprehensive Plan, and other guiding documents, the WMP will outline the Town's vision for our ultimate water system, the policies to support that system, and capital projects that are prioritized with consideration of our funding constraints. The Town is seeking a consultant to assist with the development of its first comprehensive Potable Water Infrastructure Master Plan. Respondents to this RFQ are requested to prepare a detailed description of proposed services and how they would approach both the process and the final product of the WMP. The selected consultant will be required to provide the services necessary to manage the process, including the public input process (with Town Staff and Board involvement), and produce the deliverables requested herein. The Town expects that the consultant team will include expertise in water system planning, knowledge of regional water systems and funding systems, experience with water delivery system engineering, as well as public outreach and facilitation skills. The selected consultant team will be expected to conduct field surveying, research and analysis, propose policy and design standards updates, proposed water system improvements, assist with public meetings and public input sessions, presentations to the Town Board, prepare graphics to demonstrate issues and needs, and support the prioritization of recommendations for short-term and long-term water projects - e.g. additional tanks, waterline loops, interconnects with other service providers or communities. Maintenance plan and program recommendations are expected to be incorporated. Town Staff, along with the consultant, will help coordinate and facilitate community engagement efforts, with stakeholders including Board and commission members, businesses, residents, schools, regional partners such as Central Weld County Water District (CWCWD), and others. Staff will provide guidance on the development of the outreach plan, and can assist with coordination of engagement efforts if necessary. The process and final recommendations should take into account the following factors or issues that are of importance to the Town of Frederick: o Frederick's community character o Adequate infrastructure for existing and future developments o Connectivity within the Town o Reducing/managing water demand o Regional water systems o Regional land use and growth projections, and water demand resulting from growth within the Town o Livable communities and the nexus between land use, housing, and water o Social equity and access for aging, disabled, and low-income populations o Impacts to emergency response Deliverables: o Report with prioritized project list and project cost estimates o GIS mapping update of the potable water system (including surveying of existing as needed) o Water Model update of potable model in WaterGems or approved alternate format o 2 Town meetings with the Board o 2 Public Meetings for Public input o Weekly status meetings 1. Qualifications of your firm and staff proposed to perform the work on this project. The expected elements of the project include civil engineering, water resources, water quality, and public engagement. Statement of qualifications should demonstrate firm or staff ability to provide these services. 2. A representative list of similar projects completed in the last five (5) years. 3. Provide a scope of work for the proposed design work and administration services. The scope of work may be revised with Town staff to formulate the final scope of work for the project. 4. References from three other projects with similar requirements that have been completed within the past five years and that have involved the staff proposed to work on this project. 5. Consultant's willingness to enter into the Town of Frederick Standard Contract Agreement included as part of the RFQ. 6. The length of the statement of qualifications shall be limited to a total of ten (10) 8.5 x 11 pages plus resumes of the personnel assigned to this project. The Town of Frederick reserves the right to reject any and/or all statement of qualifications, to further negotiate with the successful consultant and to waive informalities and minor irregularities in statement of qualifications received, and to accept any portion of the statement of qualifications if deemed to be in the best interest of the Town to do so. The total cost of preparation and submission shall be borne by the consultant. All information submitted in response to this request for statement of qualifications is public after the Notice of Award has been issued. The method of Contractor Selection has not been determined at this time.
