Description

Sealed bids for the construction of the Water and Wastewater Improvements, CDBG Project No. 1138-22-151-PF-01 for the City of Columbia, MS in Columbia, Mississippi. The work involved in the project includes the rehabilitation and/or repair of the City of Columbia's sanitary sewer collection and water distribution system as described in the construction drawings and specifications. This construction project is financed by the Mississippi Development Authority, Community Services Division, by a Community Development Block Grant through the Small Government Public Facilities Category, 1138-22-151-PF-01, and is subject to the rules and regulations of the Housing and Community Development Act of 1974 and all amendments thereof. Neither the United States nor any departments, agencies, or employees is, or will be, a part of this Invitation for Proposals or any resulting contract. The successful bidder must comply with Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u). CDBG regulations governing the grant require that, to the greatest extent feasible opportunities for contracting, subcontracting, training and employment arising in connection with this CDBG project will be extended to Section 3 businesses and Section 3 residents. Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs. The City of Columbia is an Equal Opportunity Employer, and hereby notifies all bidders will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, sex, national origin, age, disability, sexual preference, marital or veteran status, or any other legally protected status in consideration for an award. The successful bidder must comply with the Davis-Bacon Act which requires that all laborers and mechanics shall be paid at rates not less than those determined by the Department of Labor to be prevailing for the locality in which the project is located. Bid preparation will be in accordance with the Instructions to Bidders bound in the Documents. The City of Columbia, MS reserves the right to waive irregularities and to reject any and/or all bids. DISCREPANCIES AND CLARIFICATION: Each Bidder will call to the attention of the Professional any discrepancies in the Contract Documents or questions requiring clarification at least 72 hours before bid.
