Description | This Master Plan engineering study will investigate improvements to the City of Turlock's water distribution system to insure the City has adequate water facilities to support future growth. City of Turlock understands this RFP may be inadequate to fully describe the work envisioned. Consultants should include additional tasks they deem appropriate, written reasons why a task should be included and an estimate of the fee required to complete the task. Failure to do this shall reflect on the consultant's qualifications. The comprehensive Water Master Plan shall include but is not limited to the following items. Summary and description of the Water System Projection of Water distribution demand for the 10-year and 20-year planning horizon. Evaluation of the existing Water Distribution System and identification of hydraulic deficiencies with maintenance and mitigation recommendations based upon Master Plan projected growth. Analysis of available engineering and financial alternatives for maintenance and system improvements. Evaluation of supplemental domestic water sources, including emergency supply alternatives and secondary long-term domestic supply alternatives. The evaluation shall include consideration of feasible supply, treatment and distribution facilities with costs and constraints noted. Cost estimate for required improvements to the distribution system and water treatment plant to ensure adequate capacity for both summer and winter demand and Master Plan projected growth. A short and long-term capital improvement plan (CIP) to address identified deficiencies including connection fees based on project growth. Recommendation of updates to the operational structure of the Water Distribution System. Identification of any present and future regulatory concerns for the treatment facilities and distribution system. Question Cutoff Date: 7/14/2022. This RFP will be governed by the following schedule: Approval of Contract: 8/23/2022 *All dates are subject to change at the discretion of the City The arbitrator shall have authority to decide all issues between the Parties including, but not limited to, claims for extras, delay and liquidated damages, if any, provided for in this Agreement, matters involving defects in the work product of the Professional, rights to payment, and whether the necessary procedures for arbitration have been followed. The City reserves the right to reject all proposers and/or to invite other individuals and/or firms to respond to this RFP if the proposals received are inadequate. The method of contractor selection has not been determined at this time. Request for proposals for design services is underway |
