Currently, the City is using the Linear E-Merge for our access control system at the majority of the City's sites. This system has reached its end of life. The City is seeking to migrate the doors controlled by this legacy system to Genetec's Synergis access control system, which the City has implemented at our Police facilities. The purpose of the RFP is to seek bids for the migration of the door access control to a unified Genetec's Synergis access control system. The contractor will assess the current system and hardware to provide a proposal The bidder must attach a pdf file to the electronic bid submission containing all the completed and signed Bid Documents The bidder is solely responsible for "on time" submission of their electronic bid. The City will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number with a time stamp from the Bid Management System indicating that bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidder shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidder to successfully submit an electronic bid shall be at the bidder's sole risk and no relief will be given for late and/or improperly submitted bids. It is the bidder's responsibility to become familiar with the contract documents in their entirety. The City reserves the right to order more, less, or no items at the "per unit cost" stated in the bid proposal. The City reserves the right to award its total requirements to one bidder, or to apportion those requirements among several Bidders as the City may deem to be in its best interests. Bidders must submit all questions pertaining to this bid through the City's Online Bid Management System, by selecting the "Q&A" tab. Questions sent directly to City Staff will not be addressed and you will be directed to submit your question(s) online. Although price is a factor in selection of supplier(s), award may not be made strictly on the basis of low bid. The City reserves the right to waive any immaterial irregularity in any bid if it is determined to be in the best interest of the City to do so. This solicitation is a Request for Proposal (RFP), typically subject to negotiation, and as such award is based on multiple criteria of which price is only one element in the City's best value determination. The RFP solicitation usually requires a Response File rather than line item pricing; therefore, a bid tabulation will not be available. Information regarding proposals is publicly available upon submission of a Public Records Request following award. The City has established a local preference to vendors located within the City limits of Ontario a 1 3/4% advantage in the City's determination of low bid, and a 3/4% advantage of vendors outside the City but within the County of San Bernardino.
