Description

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Norfolk District, U.S. Army Corps of Engineers, is anticipating a future procurement for a Firm, Fixed Price Construction contract, for the Deep Creek Lock Soil Stabilization project located in Chesapeake, Virginia. Background Deep Creek Lock connects vessels traveling between the Great Dismal Swamp canal and the southern branch Elizabeth River along the Atlantic Intracoastal Waterway. On the Southeast side of the lock there is a 6,000 square foot concrete pad with concrete pillars which are used to support the lock gates when they are pulled for repairs/refurbishment. Existing Conditions The concrete pad is approximately 150ft long by 40ft wide with the longer section adjacent to the lock wall. The concrete is broken and cracked throughout due to the sediment below settling/escaping through corrosion caused holes in the lock wall. Divers found and patched 8 holes varying in size around 2' from the bottom of the lock in April 2022. Concrete pillars (used to support lock gates for refurbishment) are spread throughout the concrete pad and are spaced out between 15ft-25ft apart from each other. These concrete pillars are driven deep below the ground surface. The lock wall is made up of steel sheet pile with timber fenders. At the bottom of the lock there is a concrete sill which is approximately 25.7ft below the ground surface. The lock wall is supported by tiebacks which are spaced 7 feet apart along the wall. Tiebacks are connected to the wall at a depth of 4.75ft and tie into concrete piling underground 50ft behind the lock wall. A 4ft wide concrete sidewalk is connected by steel supports to the lock wall. This sidewalk spans the entire lock and is along the water. There are multiple standing light fixtures next to the sidewalk which are supported by 30ft wooden piles driven underground. Pictures of the site are attached to this notice. Description of work The Norfolk District, U.S. Army Corps of Engineers, is seeking eligible firms capable of performing permeation grouting (or similar mechanism to solidify soil) at Deep Creek Lock, located in Chesapeake, Virginia. The underground area that needs soil stabilization/solidification is approximately 7ft deep, 150ft long, and 3ft wide, which is approximately 120CY. The project area is directly adjacent to the lock wall. The purpose of the project is to solidify the soil backing the lock wall adjacent to the concrete pad to prevent further settlement due to future wall corrosion. The work must be performed by using a drilling method, no significant excavations are allowed. Before drilling begins on site, a survey must be completed to determine the exact location of the tiebacks that support the lock wall. The tiebacks must be avoided during construction. Any other obstructions found during the underground survey must also be avoided during construction. If an award is made to procure this requirement, it is anticipated to occur during the 4th quarter of fiscal year 2023. In accordance with FAR 36/DFARs 236, the estimated contract price range for this project is between $25,000.00 and $100,000.00. SURVEY OF THE GEOTECHNICAL INDUSTRY The following confidential survey questionnaire is designed to apprise the Corps of prospective geotechnical contractors' project execution capabilities.
