Parking Lot(s) Resurfacing

Southern West Virginia Community and Technical College (the "College"), located at 2900 Dempsey Branch Road, Mount Gay, WV is currently seeking quotations for asphalting services for the purpose of maintaining and resurfacing existing parking lots as well as, preparing and paving certain areas which are now gravel. The Vendor, or anyone on the Vendor's behalf, is not permitted to make any contact whatsoever with any member of the Institutional Board of Governors or College personnel as it relates to the requested services, terms and conditions as set forth in this RFQ. Violation of this clause may result in a rejection of the bid. The individual(s) named as "Buyer" is the sole contact for any and all inquiries after the RFQ has been released for bid. Vendor must clearly understand that any verbal representations made or assumed to be made during any oral discussions held between Vendor's representatives and any College personnel are not binding. Only the information issued in writing and added to the Request for Proposal specifications filed by an official written addendum are binding. Quotations must be received by the College's Office of Business Services prior to the date and time of the bid due date as specified in the project timeline. Failure to deliver or the non-receipt of the quotation by the date and time specified shall result in the rejection of the bid. For any RFQ publicly advertised for bid, in accordance with West Virginia Code 5A3-37(a)(7) and W. Va. CSR 148-22-9, any non-resident Vendor certified as a small, women-owned, or minority-owned business under W. Va. CSR 148-22-9 shall be provided the same preference made available to any resident Vendor. Any nonresident small, women-owned, or minority-owned business must identify itself as such in writing, must submit that writing with a completed Vendor Preference Certificate (Exhibit I) to the Office of Business Services with its bid, and must be properly certified under W. Va. CSR 148-22-9 prior to contract award to receive the preferences made available to resident Vendors. Neither the College nor any of its personnel or officers shall be held liable for any expenses incurred by any bidder responding to this RFQ for expenses to prepare, deliver the proposal, or to attend any mandatory or non-mandatory pre-bid meeting or oral presentations. The College shall select the best value solution according to the aforementioned criteria considered for contract award. However, the CPO reserves the right to accept or reject any or all proposals, in part or in whole at his/her discretion. The CPO reserves the right to withdraw this RFQ at any time and for any reason. Submission of, or receipt by the CPO confers no rights upon the Vendor nor obligates the College in any manner.
