Description | Chandler Utilities (Owner) is requesting Bids for the construction of the following Project: Chandler Water Transmission Line Bids for the construction of the Project will be received. The Project includes the following Work: Construction of 41,000 LF of 24- inch ductile iron pipe water main, 6,000 LF of 12-inch water main, approximately 30 isolation valves, 1 above-ground pressure reducing valve structure, 3 blow-off assemblies, approximately 10 hydrants, several tapping connections, and associated appurtenances. Preceding the transmission main installation will be 22 acres of clearing and grubbing of brush with some trees, and following installation will be road and driveway restoration and lawn and landscaping repairs where needed. Bids are requested for a single prime Contract. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Following registration, complete sets of Bidding Documents may be downloaded from the Issuing Office's website as "zipped" portable document format (PDF) files. The cost of printed Bidding Documents from the Issuing Office will depend on the number and size of the Drawings and Project Manual, applicable taxes, and shipping method selected by the prospective Bidder. Cost of Bidding Documents and shipping is nonrefundable. Upon Issuing Office's receipt of payment, printed Bidding Documents will be sent via the prospective Bidder's delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Pre-bid Conference. Instructions to Bidders For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bid security, in a sum of not less than five percent (5%) of the total amount of the highest aggregate bid, shall be furnished in accordance with the Instructions to Bidders. The Owner reserves the right to reject any and all Bids in whole or in part as specified in the solicitation when it is not in the best interest of the governmental body as determined by the purchasing agency in accordance with IC 5-22-18-2. The Owner also reserves the right to waive irregularities in any Bid, and to accept any Bid, which is deemed most favorable to the Owner. Section 436 (a)(1) of the Consolidated Appropriations Act, 2014 require that none of the appropriated funds may be used for the construction, alteration, maintenance, or repair of a public water system or treatment works unless all of the iron and steel products used in the project are produced in the United States unless (a) a waiver is provided to the recipient by U.S. EPA ("EPA Waiver") or (b) compliance would be inconsistent with United States obligations under international agreements. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. |
