Description

The City of Norton Shores invites statements of qualifications, experience, and interest from qualified engineering consultants for providing design and construction engineering services. Lake Harbor Road Pathway The City of Norton Shores Department of Public Works will conduct an evaluation of the Statements of Qualifications. The evaluation will be made on the basis of qualifications, experience, and availability. The intended project will consist of the placement of paved pathway on Lake Harbor Road from Lake Harbor Park (Mona Lake Channel) to P.J. Hoffmaster State Park (Henry Street) with accompanying ADA ramps, retaining walls, stormwater relocation, and related improvements to be constructed within the existing public right-of-ways or obtained easements. The total length of the proposed pathway work is 2.9 miles. Please note that the City is exploring the idea of continuing the pathway south to Spring Lake Township and North to Dune Harbor Country Park. The project will be funded with City and American Rescue Plan Act (ARPA) funds. Construction is to start in the summer/fall of 2023. The Statement of Qualifications will be evaluated based on the information received, with a minimum of three (3) top qualifying firms to be notified with a request to submit a scope of services along with a not-to-exceed cost proposal. An engineering services contract will be recommended to the City Council for award to the Consultant whom the City of Norton Shores feels would be in their best interest. An agreement with the Consultant will be made on a time and material not-to-exceed basis. Qualification statements will be reviewed and evaluated on set criteria determined by the Department of Public Works. The three firms deemed most qualified as a result of the evaluation process will be invited to submit a detailed scope of services and a not-to-exceed cost proposal for the engineering services related to the referenced project. The submitted proposals will be reviewed and evaluated by City staff. A recommendation will then be made to the City Council for award of the engineering services based on the qualifications, scope of services, and not-to-exceed cost which are in the best interest of the City. The method of contractor selection has not been determined at this time.
