Description

The work for which bids are asked includes the following: Improvements to the Deer Park WWTF generally including a new effluent holding pond, replacing three existing aeration blowers, two new effluent irrigation pumps, effluent forcemain, center pivot irrigation equipment, associated piping, site work, electrical work, controls work. Replacement of exhaust fan and damper in blower room, and architectural improvements to the existing control building. The anticipated substantial completion date is August 31, 2024 and final completion date is September 30, 2024. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. BIDDER is required to deliver the original certified check or bid bond within the 72 hours of bid opening to MSA Professional Services, Inc., Attn: Tom Dye, PE, 60 Plato Boulevard East, Suite 140, St. Paul, MN 55107-1835. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. No bid may be withdrawn within 60 days after the actual date of the opening thereof. This project anticipates the use of Community Development Block Grant (CDBG) Funding. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. This project anticipates use of Wisconsin DNR Clean Water Fund Program funding. We encourage Disadvantaged Business Enterprises (DBEs), including Minority-owned Business Enterprises (MBEs), and Women's Business Enterprises (WBEs) to submit bid proposals. A municipality, in awarding prime contracts, and the primary engineer and primary contractor, in awarding subcontractors, are required to make a good faith effort to achieve a combined minimum goal of 15% participation for MBE/WBE utilization in accordance with s.NR 162.09(3), s.NR 166.12(4), and s.NR 167.18(4) Wis. Admin. Code. If a subcontractor awards subcontracts, these requirements shall apply to the subcontractor. OWNER reserves the right to waive any informalities or to reject any or all bids. Work encompassed by this section includes one contract for construction for the proposed wastewater effluent irrigation system, required as generally described below. The existing wastewater treatment facility must remain completely operational during the performance of the Work. B. The work under this project includes, but is not limited to, all specification sections, drawings, standard details, and appendices within this Project Manual as prepared by MSA Professional Services, Inc. and as identified herein. C. A portion of the funding for this project will be provided through the State of Wisconsin Clean Water Fund Program (CWFP) from the US Environmental Protection Agency (EPA), with appropriations from H.R. 3547 "Consolidated Appropriations Act, 2014". All iron and steel products must comply with the "Use of American Iron and Steel" clause of this Act. All iron and steel products used in the project must be produced in the United States, and manufacturer certifications of the location of the manufacturing process involved with the production of steel and iron materials will be required. D. The work under this contract includes, but is not limited to, the furnishing of all labor, materials, tools, equipment, transportation, permits, certificates, and temporary protection necessary for, or incidental to, the execution of selective modifications within the following existing structures as indicated on the contract drawings and specified herein: Modifications to the existing Control Building such as heating and ventilation equipment replacement, blower and blower piping replacement, electrical equipment removals and new equipment, process piping modifications, and UV equipment removal. E. The work under this contract includes, but is not limited to, the furnishing of all labor, materials, tools, equipment, transportation, permits, certificates, and temporary protection necessary for, or incidental to, the execution of providing the following new equipment and piping as indicated on the contract drawings and specified herein: 1. Providing approximately 1,400 ft of 8-inch diameter forcemain including ductile iron and HDPE pipe materials; two (2) 50 HP centrifugal pumps; a new flow meter and manhole for magnetic flow meter; and associated piping, valves, and appurtenances. 2. Providing a center-pivot style irrigation system, approximately 1200 ft long, capable of irrigating 76.5 acres of cropland. 3. Construction of a new 4 million gallon effluent storage pond with PVC liner, associated liner base and cover, riprap, and associated piping. 4. Providing three (3) new aeration blowers and associated piping in Control Building. F. The work under this contract includes, but is not limited to, the furnishing of all labor, materials, tools, equipment, transportation, permits, certificates, and temporary protection necessary for, or incidental to, the execution and completion of the following electrical work and allied systems as indicated on the contract drawings and specified herein: 1. Providing new 480-volt electrical service for the irrigation pumps. 2. Providing new 480-volt electrical service for the irrigation pivot. 3. Removal of existing blower control panel, UV control panel, and recirculation pump control panel. 4. Providing new blower control panel. 5. Removal of existing light fixtures and providing new light fixtures. 6. Underground 480-volt electrical conduit and conductors from the new service panel to two (2) irrigation pumps and to the irrigation pivot control panel. 7. Control wiring between irrigation pivot panel and irrigation pumps. 8. Control wiring between irrigation pivot and flow meter. 9. Local control stations 10. SCADA system modifications 11. Power and control wiring G. The work under this contract includes, but is not limited to, the furnishing of all labor, materials, tools, equipment, transportation, permits, certificates, and temporary protection necessary for, or incidental to, the execution and completion of the site work as indicated on the contract drawings and specified herein: 1. Restoration of the disturbed areas of the irrigated field. 2. Access road and temporary haul road 3. Erosion control 4. Clearing and grubbing 5. Site grading 6. Construction of holding pond and associated piping 7. Fencing 8. Excavation, trenching, and backfill 9. Topsoil and seeding to restore disturbed areas not in irrigation area H. All work shall be performed by qualified workers and shall meet the requirements of all applicable codes and regulations. I. The Contractor shall be responsible for scheduling and coordinating the work of all trades (other contractors and sub-contractors) under this contract. J. It is the intent of these specifications that the Owner be provided complete systems, functioning asrequired and meeting the requisites of all Federal, State, or local codes and regulations. The Contractor shall be responsible for compliance with the intent of the specifications.
