Description | Hard copies of the Contract Documents are available for a nonrefundable fee of $60.00 per set and can be obtained from the Engi-neer at: Benton & Associates, Inc. 1970 West Lafayette Avenue Jacksonville, IL 62650 217-245-4146 (phone) 217-245-4149 (fax) All questions of a technical nature regarding the project will only be an-swered in writing by Addendum. Any questions may be submitted by telephone or in writing to Greg Hillis, Project Manager, ghillis@bentonassociates.com, 217-245- 4146,or at the Pre-Bid Meeting. Questions should be submitted to the Engineer no later than five (5) working days prior to the bid date. All proposals must be made on the Proposal forms furnished by the Owner's Project Engineer and shall contain the signature of the Bidder. Not less than the general prevailing rate of wages, including general pre-vailing rate for legal holidays and/or overtime work in the locality, must be paid for by craft or type of workman or mechanic needed to execute the Contract or perform the work. All bidders are required to advertise subcontracting opportunities and to negotiate with Business Enterprise Program certified vendors prior to bid opening as required in the BEP Utilization Plan included in the Contract Docu-ments. Failure to document such affirmative efforts shall be deemed, relative to Business Enterprise Program Compliance, non-responsive. As required by the award conditions of the Rebuild Illinois Grant Pro-gram, the goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Business Enterprise Program Goal (Total) 9% Minority Business Enterprise Goal 4% Women Business Enterprise Goal 5% The Owner may waive any informalities or minor defects or reject any or all bids, and to determine which is the lowest, responsive, responsible bid based upon the Base Bid for the work. |
