Description | The Environmental Remediation Services Contracts (ERSCs) provide the U.S. Army Corps of Engineers (USACE) with the capability to execute a full range of environmental services including but not limited to remedial investigations, studies, pre-design, design, remediation, start-up activities, environmental compliance, environmental analysis, ecosystem restoration, environmental dredging, operation and maintenance, and emergency and/or timecritical response activities for projects assigned to Great Lakes and Ohio Rivers Division and the Louisville District mission boundaries. The primary objective of this contract is the remediation of soil and groundwater contaminated with a variety of contaminants including Per-and Polyfluoroalkyl Substances (PFAS), chlorinated solvents and explosives constituents; however, the Contractor shall provide the capability to execute this range of services for a variety of environmental projects and programs including but not limited to environmental and Hazardous, Toxic and Radioactive Waste (HTRW) projects, Ordnance and Explosive (OE) projects, and projects involving both HTRW and OE comingled. Services in an ERSC task order may include, but are not limited to such tasks as: a. Preparation of work plans; environmental studies with associated reports, b. Multiple phases of field / site investigations and inspections (SI), c. Remedial Investigations (RI) /Feasibility Studies (FS), d. Engineering Evaluation Cost Analysis (EECA), e. Monitoring well installation and sampling, f. Short and long term monitoring/long term operations (LTM/LTO) or Long Term Response Action (LTRA), g. Environmental data/records management, data interpretation, h. Management of investigative derived wastes (IDW), i. Environmental and human health risk assessments, j. Air Toxics Intrusion issues including vapor intrusion, k. Lead Based Paint (LBP), Asbestos, and/or mold investigation and/or remediation, l. Soil gas and/or indoor air quality assessment, m. Remedial designs, n. Well abandonment and closure, o. Restoration Advisory Board Support for Environmental Projects; i.e. meetings; public meeting participation; preparation of presentation material both written and visual, p. Engineering support and / or design; operations and maintenance (O&M) for Hazardous, Toxic, Radioactive Waste (HTRW) sites q. Remediation systems; remedial action plans; remedial action; site closeout and decision documents, r. Environmental Sequence Stratigraphy (ESS) s. Military Munitions Response Program (MMRP) and Range Support Activities, t. Environmental project programming and scheduling support, u. Radiological surveys in support of site investigations and compliance demonstrations per the Multi-Agency Radiological Site Survey and Investigations Manual (MARSSIM) and NUREG 1575, v. Initiate and/or manage a CERCLA administrative record. |
