Description

As of December 19,2022. “The owner has determined a prequalified list of design build companies. For Design-Build services to furnish design and construction services for all Work required for the following Project: Brackenridge Gas Insulated Switchgear Substation Rebuild the Brackenridge substation for complete operation at 138 kV. High density developments and limited property availability in the area will require that this substation be rebuilt as a gas-insulated substation to accommodate the three new 138/35 kV 70 MVA network transformers planned at this site. The Design-Build Budget is Thirty Three Million, Nine Hundred and Forty Nine Thousand, Two Hundred and One Dollars and 01/100 ($33,949,201.00) Contract Time is of the essence and design must begin 60 days after project execution and all Work shall be substantially completed no later than December, 2026, subject to change as the Preliminary Phase progresses and the schedule becomes more defined. Submittals received in person on or after the date and time stated above will not be accepted for consideration. Proposals must be received and time stamped in the Capital Contracting Staff prior to the Due Date and Time below. It is the responsibility of the Proposer to ensure that their Proposal arrives at the Proposal Opening desk in the Capital Contracting prior to the time and date indicated. Arrival at the City's mailroom, mail terminal, or post office box will not constitute the Proposal arriving on time. Step 1 Evaluation: 1/5/2023 Step 2 Notification: 1/12/2023 Step 2 Evaluation Presentation: 1/26/2023 Council: 3/23/2023 The firms (up to five) short listed for the second step of the evaluation process will receive a letter via email. The letter will contain the additional requested information for presentations. The firms will be evaluated to include the additional information from the presentation. The final selection process of the Design-Builder (DB) for this project is anticipated to be completed and submitted to the Austin City Council for action by February, 2023 authorizing negotiations and execution with the top-ranked firm. Parking Directions: The Brackenridge Substation is an energized substation. See the PPE requirements listed below: 1. Eyewear requirements: Protective eye wear is required and must have attached side shields. 2. Footwear requirements: 1/2 inch defined heels (non-sloping). Protective footwear must comply with American Society for Testing and Materials (ASTM) Standard F2413-11 (standard Specification for Performance Requirements for Protective (Safety) Toe Cap Footwear) or current compliant version ("ASTM F2413"). 3. All exposed articles such as metallic rings, metallic wrist watches or bands, necklaces, lanyards, earrings, wallet chains, and any other jewelry shall be removed. 4. Appropriate arc flash rated long sleeve shirt and jeans must be worn in the substation (minimum arc flash rating shall be 12 cal system). 5. Hard Hats are required in the substation The Design-Builder must provide the bonds at the time of contract execution, unless DesignBuilder provides a security bond or other financial security acceptable to the Owner. in the amount of five percent (5%) of the estimated value of the Project Budget for Construction Phase services only. If a security bond or other financial security is obtained at the time of contract execution, the Design-Builder shall provide the performance and payment bonds when the amendment is executed for Construction Phase services.
