Description | Bidders are to register and submit bids through HIePRO only. See the following HIePRO link for important information on registering website. The scope of work consists of the maintenance of Edwards EST3 Fire Alarm System at Lihue Airport as per manufacturer's requirements and recommendations. To be eligible for the award, bidders must possess a valid State of Hawaii Specialty Contractor's "C-13" or "C-15" or "C-15a" license at the time of the bid. The bidder must have a minimum of three (3) consecutive years of experience (immediately prior to the bid opening date) in the fields of Fire Alarm System maintenance. ALL requests for information shall be received in writing via HIePRO prior to the Question Due Date in General Information of the HIePRO solicitation. Questions received after the deadline will not be addressed. Verbal requests for information will not receive a response. Hawaii Products Preference. The Hawaii Products Preference pursuant to 103D1002, Hawaii Revised Statutes (HRS), is applicable to this project. Persons wishing to certify and qualify a product as a Hawaii Product shall submit a Certification for Hawaii Product Preference (SPO Form 38) to the DOT Contracts office no later than 4:30 P.M., fourteen (14) calendar days prior to the bid opening date. Late submittals for this project. Matls. & Serv. reviewed by the DOT. A separate SPO-Form 38 shall be completed and submitted for each product. Forms are available at website. Campaign contributions by State and County Contractors. Contractors are hereby notified of the applicability of Section 11-355, HRS, which states that campaign contributions are prohibited from specified State or county government contractors during the term of the contract if the contractors are paid with funds appropriated by a legislative body. Any protest of this solicitation shall be submitted in writing to the Director of Transportation, in accordance with 103D-701, HRS and 3-126, HAR. The Equal Employment Opportunity Regulations of the Secretary of Labor implementing Executive Order 11246, as amended, shall be complied with on this project. The U.S. Department of Transportation Regulation entitled "Nondiscrimination in Federally-Assisted Programs of the U.S. Department of Transportation," Title 49, Code of Federal Regulations (CFR), Part 21 is applicable to this project. Bidders are hereby notified that the Department of Transportation will affirmatively ensure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible bidder without discrimination on the grounds of race, color, national origin or sex (as directed by 23 CFR Part 200).
