Description

The Opportunity Council is requesting interested general contractors to submit their qualifications to provide construction services for a remodeling project in Friday Harbor, WA. The owner of this project will enter into a negotiated construction contract. Harbor View is a 20 unit affordable housing project located in Friday Harbor on San Juan Island. There are 12 one bedroom units and 8 two bedroom units. The project is comprised of two buildings that are each two stories tall on a single lot The property was built originally in 1984 and purchased by the owner in 2019. The project has undergone one phase of rehabilitation work. During the first phase of rehabilitation work, significant water drainage issues were found that resulting in the rehabilitation work needing to be phased. Work completed in the first phase included new roof, siding, windows, patios and decks, as well as some improved drainage work. The planed work for the second phase of rehabilitation includes finalizing drainage improvements to better manage ground and rainwater runoff, crawl space improvements and access, weatherization, parking lot improvements, and unit rehabs and upgrades for ADA accessibility. This will be a tenant occupied rehab and relocation will be coordinated by Opportunity Council. The Opportunity Council has retained Office of Rural and Farmworker Housing as the development consultant and SMR Architects for architectural services. The successful general contractor is expected to work with the owner and design team in a collaborative way throughout the pre-development and design development phase of the project to include cost estimating, constructability review, and generally to help ensure a successful project. The general contractor is expected to provide a lump sum contract for the final construction phase of the project. This project will be financed with funding from the San Juan County HOME funds, WA State Department of Commerce Housing Trust Fund, and Rural Development funding. The contract documents will include detailed requirements including the following: State Prevailing wages and Davis Bacon wage rates are expected to apply The project is subject to MBE participation, The GC will be required to conduct outreach and solicitation of MBE subcontractors for all contractors of $50,000 or greater and to report on the efforts. Contractors/Subcontractors will comply with Section 3 of the Housing and Urban Development (HUD) Act of 1968. Solicitation of Section 3 businesses is required for any contracts or subcontracts of $100,000 or more. State apprenticeship Participation shall apply. Contractor Selection Process The owner will enter into a negotiated construction contract with the general contractor based on the responses to this proposal and interviews as needed. Please note: the general contractor and owner will need to work on a waiver request to USDA for a negotiated bid contract. Important qualifications include: the contractor's ability and experience to construct the project on time and within budget; the contractor's experience working on an occupied rehabilitation project on this size and type; and the contractor's ability to collaborate with the owner and developer to rapidly bring the project from conception to occupancy. Required Forms: 1. A cover letter indicating your interest in the project. 2. AIA Form A305 3. Copy of current Washington State General Contractor's License. 4. Proof of general liability insurance in the minimum amounts of $1,000,000 per occurrence and $2,000,000 aggregate. 5. Supplemental narrative covering the following items: Proposed team leaders (project manager, site superintendent, other lead positions) List of similar projects completed within the last 5 years - please indicate any tenant occupied residential rehabilitation construction projects of similar scale. Please note if they were funded in whole or part by HOME funds, Rural Development Funds, Washington State Housing Trust Fund, or had other federal, state, or local funding/compliance requirements. Describe how the general contractor will ensure competitive solicitation of subcontractor/supplier bids. Describe your preferred approach in a negotiated bid contract. Please limit this to no more than one page. Please identify your proposed rates for all markups on the base construction bid including: general conditions, overhead and profit, bonds and any other markups not mentioned. If they differ, please identify the rates for all markups on change orders. Description of willingness and ability to involve a) MWBE subcontractors and suppliers, and b) encourage apprenticeship involvement in the project. The Owner strongly encourages Certified Minority or Women Business Enterprises to apply. Disclosure of any claims, lawsuits, or formal disputes, within the last five years, over work or services previously or currently being performed. Each interview will last roughly 60 minutes.
