RFP - GC/CM - North Santiam Canyon Sewer Project

Submit questions and responses via the Marion County Procurement Collaboration Portal Marion County has received a $50M American Rescue Plan Act (ARPA) grant from the State of Oregon to partially fund the design and construction of the North Santiam Sewer Project (the Project). The Project consists of (1) design and construction of a new sanitary sewer treatment plant and collection system for the cities of Mill City and Gates, (2) design and construction of a new sanitary sewer treatment plant for the cities of Detroit and Idanha, and (3) design and construction of interim commercial septic systems serving the commercial core of Detroit. Marion County Public Works Department (the Department) has been authorized by the Board of Commissioners to proceed with the Project. The County has awarded a contract for architectural and engineering services for the Project and the initial phase of design development is underway. The engineers opinion of probable cost for the Project is approximately $106M. The cost opinion was prepared in 2021 and construction costs have generally increased since the cost opinion was prepared. The currently awarded funding is believed to be enough to construct the Mill City / Gates sewer system and Detroit interim commercial septic infrastructure. If sufficient additional funding is received, then the Project will also construct the Detroit / Idanha sewer system.
