Description

The Naval Surface Warfare Center Panama City Division (NSWC PCD) has a requirement for contractor services to design, assemble, and install an advanced technological video surveillance system that offers operator control, functionality, viewing capacity, and ease of future expansion for the Ocean Simulation Facility located at the Navy Experimental Dive Unit (NEDU). NEDU performs research, development, testing, and evaluation of tools, techniques, tactics, and procedures within extreme environments. Essential mission related and research oriented tasks are performed in a simulated underwater environment at depth within the Ocean Simulation Facility (OSF) hyper/hypobaric chamber complex. This complex includes a 55,000-gallon wet chamber. The NEDU Engineering Department is responsible for the maintenance and operation of the OSF as well as the development, testing, and procurement of all equipment is used to operate or improve the capabilities of the system. One such piece of equipment is the OSF Video Surveillance System. This system is comprised of internal submersible video cameras capable of withstanding 1000 psig and external cameras used to monitor activity within the complex in order to record and conduct safe diving operations. A summary of the procurement is as follows: The offeror shall provide a complete modernization of the OSF Video Surveillance System to include the replacement of existing cameras, video displays, control systems, routing and processing technology, recording and video input devices, cabling, and connector hull penetrations that will be utilized to accommodate the modernization. All video routing, switching, and controlling hardware shall be located outside of the OSF dry and wet chambers with cameras, internal video monitors, and necessary cabling being strategically placed and routed within the chambers. NEDU’s Helicom Matrix Chamber Communication System is to be maintained and utilized to maintain current audio capability, sync with video feeds to provide video conference capability, and to overlay with the video recordings for historical documentation. The offeror shall provide any necessary audio upgrades to accommodate the video modernization effort and update system configuration to meet world-wide technology protocols. NEDU requires the digitizing of all overlaid audio signals to adjust/equalize, route, and mix with any specified video source(s) to any specified destination. The offeror shall provide Digital Video Recording (DVR) storage solutions for audio and video recordings of individual feeds shall consist of enough memory to cover 365-days of continuous recording with backup capabilities to external removable hard drives. The storage system shall back-up individual audio channels from Helicom Matrix and individual camera feeds. The offeror shall provide internal chamber cameras and positioned inside the chamber to establish 360 degrees of viewing coverage of Alpha, Bravo, Charlie, Delta, Echo, Trunk, and the Wet Pot. Additionally, cameras mounted on the outside of the chamber complex viewing through the view ports shall be provided for redundancy. External cameras shall capture as much coverage as possible depending on the location of the view ports they are recording through. NEDU will work the offeror to establish which view ports are available for this capability. All cameras shall utilize High Definition, IP-based camera technology. Internal chamber cameras will all be Pan Tilt Zoom (PTZ) capable. Select external cameras will be capable of PTZ. The Offeror shall provide all equipment, materials, and professional services to procure, fabricate, install, integrate, and test the video surveillance system. The offeror will coordinate with NEDU to utilize provided resources (manpower, equipment, materials, electrical power and distribution, etc.) to the maximum extent possible and practicable to reduce the risk involved with down time and schedule delays. NEDU will provide access to all facility spaces and assist in the determination of best cabling pathways in support of the Video Surveillance System infrastructure. The Offeror is encouraged to utilize any existing electrical wire ducts, troughs, raceways, and or conduit for installation; however, due to signal interference, mismatch of cabling types, and need for direct routing to equipment the Offeror shall provide and install any new electrical wire ducts, troughs, raceways, and or conduit deemed necessary the for installation. The Offeror shall coordinate with NEDU to discuss possible locations for these new wire-ways. The Offeror shall utilize shielded cabling when all possible to prevent “electrical noise”, ambient electromagnetic interference (EMI), and cross-talk between cables nearby. Options: The ability to project or display video within the wet chamber of the OSF. Ancillary space cameras, located throughout the building and exterior such as the OSF Bottle Field, Mechanical Room, and Gas King spaces. Routing and processing technology shall allow for expansion into to these areas for future needs if the option is not exercised. Infrared capability for all internal cameras. internal chamber monitors and/or tablets to accomplish in-chamber entertainment, video conferencing capability, and research study computer support tasks.
