Description | Phase one of the Downtown Quiet Zone, which has been in place for approximately seven years, has been a success in improving the quality of life and business climate in the downtown area. Therefore, there is desire to continue this success within residential neighborhoods. This request specifically targets the Leeds and Riverside neighborhoods for crossing safety improvements in order to qualify for a quiet zone. In order to provide a "quiet zone" for railroad movement within these largely residential neighborhoods, several crossings will need to be improved to include gate systems as well as medians in some cases. The project is proposed to begin the Leeds neighborhood due to the high concentration of residences in the area. Work is proposed to begin with Tyler Street crossing improvements, followed by improvements at 41st Street, Fun Place, and 46th Street. Further complicating matters is the fact that there are two rail lines operated by two separate railroad companies. The project is included in the city's 2023-2027 Capital Improvement Program (CIP). As of January 9, 2023, no designer has been selected yet. However, the earliest bidding could take place in in the spring/summer of 2023 with construction starting in either the fall of 2023 of spring of 2024. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly.
