Description | The Design-Build team shall provide the following, which are further described in sections below: 1. Replace or upgrade the Main-Tie-Main metal-clad medium-voltage switchgear with sufficient number of feeder circuit breakers to eliminate multiple feeds connected to common breakers, and with state-of-the-art power monitoring, arc flash mitigation, and Ethernet capabilities. Provide controls in a separate low voltage cabinet. 2. Medium voltage switchgear upgrades will require more space than currently available in the existing electrical room. Consider alternatives of providing a new electrical building for the switchgear, or re-purposing the existing adjacent FPL vault as a switchgear room and relocating FPL service equipment elsewhere. Coordinate with FPL for any proposed modifications to their service. 3. Remove medium-voltage Substations 1, 2, 9, and 10 and replace with outdoor pad mounted switches and transformers. Add necessary Main-Tie-Main switchgear or switchboards as in the current SWWRF Belt Filter Press (BFP) Project or similar specifications. Consider replacement of Switchboards 11 and 12 if appropriate. 4. Replace ASCO Generator Switchgear with new medium voltage switchgear, with controls in a separate low voltage cabinet. Investigate and provide analysis as to whether the 2008 generator breakers can be reused. 5. Replace Motor Control Centers (MCCs) E1 and E2 with Smart Ethernet MCCs and remove the obsolete loads. 6. Replace as needed any 1989 vintage 480-240v transformers, manual transfer switches, and panelboards that are affected by the other improvements in the project, or where it makes economic sense to do so. 7. Additions or improvements to the HVAC as needed in the main electrical rooms. Add HVAC in the Substations 11 and 12 electrical room. 8. Analyze the grounding, power factor/quality, and distribution conductors and make improvements as needed.9. Analyze SCADA panel SP-2’s SLC 500 which may need to be updated to a CompactLogix and have increased networking capabilities. 10. Provide electrical controls and SCADA integration that follow Manatee County standards. |
