Fuel Tank Repair and Surface Preservation

This requirement is for the Contractor to rpair fuel tank and surface preservation of 4000 - gallon diesel above ground storage tank (AST). This requirement will have (1) definite work item and (8) option work items in accordance with Performance Work Statements (PWS) provided. Please note this requirement will have specific TESTING Points throughout the requirement All testing will be conducted with an appointed USCG personnel present. ALL work shall be done in accordance with AST manufacturing instructions, 29CFR 1910.106.applicable EPA regulations, NFPA 30 and NFPA 30A. PROVIDE AN ITEMIZED PRICE FOR DEFINITE WORK ITEM AND EACH OPTION ITEMS WHEN SUBMITTING QUOTE. A site visit is encouraged. Vendors are to be registered and current in SAMS. GOV with UEI. General: United States Coast Guard Station Grand Isle is accepting proposals for qualified individuals or firms to repair, test, and preserve the exterior surface of its 4,000-gallon steel above ground diesel storage tank and fuel piping. Prior to submitting a quote, it is mandatory to examine the Performance Work Statement and it is highly recommended to visit the facility to take field measurements, evaluations, etc., and become familiar with existing conditions under which the work will be performed. After the award of contract, a pre-conference will be held prior to starting the work at Coast Guard Station Grand Isle. Continuity of Facilities Operation: Schedule work to minimize interference with the facility's normal operations. Normal operating hours are from 7:30am to 4:00pm Monday thru Friday except federal holidays. Any work during other hours unless otherwise instructed or permitted shall be scheduled and approved with the Contracting Officers Representative. II. Notification of Start and Completion of Work: The Contractor shall notify Coast Guard one week prior to start of work. III. Coast Guard Contracting Officers Representative: The Contractor shall contact the COR to coordinate all construction efforts onboard Coast Guard Facilities. MKC David E. Spencer David.E.Spencer@uscg.mil 713-410-1078 IV: Recycling and Disposal of Refuse: Minor refuse, excess or waste materials resulting from construction operations may be disposed of in base dumpsters. All disposals shall be done in accordance with federal, state, and local laws and regulations. All bulk waste shall be disposed of in contractor provided dumpsters. FAR 52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984) [Applicable if marked; required for Fixed Price Contracts] The Contractor shall be required to: (a) Commence work under this contract within 5 calendar days after the date the Contractor receives the notice to proceed. (b) Prosecute the work diligently, and (c) Complete the entire work ready for use not later than 30 calendar days after the date the contractor receives the notice to proceed (if industry standards allow). The time stated for completion shall include final cleanup of the premises.
