Description | professional engineering and construction services for the design and construction of the Eagle Shooting Sports Park. The City of Eagle reserves the right to reject any and all proposals, waive any irregularities in the proposals received, and to accept the proposal deemed most advantageous to the best interest of the City of Eagle. All questions shall be submitted in writing, to clerks@cityofeagle.org, and received no later than Thursday, December 29, 2022 @ 5:00 p.m. MST All questions will be answered and available to be viewed at City's Website , no later than Wednesday, January 4, 2023 @ 5:00 p.m. MST As part of planning efforts in the Eagle Foothills the City has received numerous complaints about shooting within the Eagle Foothills north of Homer Road. Shooting is occurring both on public and private lands and is often ad-hoc with limited safe-guards or safe shooting practices including, but not limited to, the provision of backstops, clear zones, or understanding of direction (shooting toward public roads and private residence). To that end, through a land donation, the City has the opportunity to develop a structured public shooting sports park that will significantly increase the health safety and welfare of the general public and increase private property protection while providing a safe and properly managed public shooting sports park that benefits the whole community Respondents are responsible for reporting, in writing, any errors in the qualification specifications to the Eagle City Clerk at Clerks@cityofeagle.org The City of Eagle (City) is seeking Professional Design, Engineering, and Construction Services for a planned Public Shooting Sports Park (Range) near the intersection of Little Gulch Creek Rd. and Willow Creek Rd. This RFQ is for Design-Build services, for a turn-key shooting range complex serving public and law enforcement users. Design of public shooting range complex to include: - Using completed studies develop a modified preliminary site plan for the Site - Conduct a Public Workshop prior to and after final design - Developed a set of approved design and construction plans for the Site - Utility plan - Roadways and parking lots - Complete shooting range design - ADA Compliance and accessibility - Drainage & Stormwater management plans and SWPPP - Bathrooms and shade structure design - Lead containment plan - Obtain all necessary local, state & federal reviews, permits, and/or approvals - Administer construction, including: o Progress reporting o Construction status meetings o Change order requests and RFI's o Final closeout - Coordinate with local Law Enforcement agencies to incorporate needs for Law Enforcement ranges - Grade the new shooting park area for roads, parking, and shooting range berms - Install necessary utilities, including stormwater drainage, electrical, water, and sewer, as needed - Install Granular Rubber Bullet Taps with integrated stormwater filtration systems at all pistol and rifle ranges. - Install concrete slabs for walkways, firing lines, and target lines - Install benches, shooting tables, trash receptacles, and gun storage and cleaning areas - Install asphalt or gravel parking areas as designed - Install restroom facilities for the range complex - Install site security measures, including fences, security gates, and entry kiosks per plans - Create a range management & certification protocol and plan including training on range maintenance for City staff - Provide as-built plans for all site improvements |
