Description

TRANSPORT: a) Prior to transport, contractor will need to provide the means and ability on how the chemicals in sealed drums will be transported. Prior to transport, contractor shall generate transportation plan, shipping documentation and manifest for review by the USMS COR. Upon approval, contractor will transport chemical. b) Upon issuance of a Sub-Task order and prior to transportation and storage, the USMS COR shall provide the contractor with documentation to include the Material Safety Data Sheet (MSDS) and any other applicable documentation involving chemical. c) The contractor shall package, mark, label, and load all items in such a manner that all applicable federal, state and local Environmental Protection Agency (EPA) and Department of Transportation (DOT) regulations are met. If items must be repackaged for proper shipment, the contractor shall perform all services as required and approved and will do so in such a manner that complies with all applicable federal, state and local EPA and DOT regulations. d) The contractor shall provide and affix the appropriate placards (if required) to each vehicle prior to leaving the premises. A seal will be placed on the truck before leaving the premises to ensure there is no unauthorized access before the shipment arrives at the storage facility. e) Two USMS Government representatives shall witness the packaging, marking, labeling, and loading of the asset in accordance with the current USMS policy. INITIAL INTAKE: a) The contractor shall assume sole responsibility, as well as legal and financial liability for the chemical from pick-up until disposal. b) Upon intake at facility, contractor will take digital photographs of the shipment and provide to the USMS COR via email within 2 days of intake. c) Contractor will establish a case file for the asset, available to the USMS COR upon request. Each case file shall include, at a minimum, Material Safety Data Sheets (MSDS), relevant case information and digital photos. STORAGE: a) Contractor shall secure and store the chemical, providing life cycle management of the asset until disposal. b) The contractor shall abide by all federal and state, laws, requirements and regulations regarding hazardous chemicals that are stored in the state. DISPOSAL: a) Disposal of all chemicals/pharmaceuticals shall be by destruction via the most appropriate method pursuant to all federal, state, and local laws and regulations. b) Disposal of the chemical will occur at a disposal facility in accordance with all federal, state, and local environmental laws and regulations. c) If chemicals must be disposed of at a facility different that where they are stored, any transportation expenses should be factored into the disposal cost. d) Two USMS representatives (one must be a government representative) shall witness the disposal of the asset in accordance with the current USMS policy and will certify the disposal documents. e) The contractor shall provide appropriate protective gear (if required by law) for individuals witnessing the disposal. f) Upon disposal, all disposal documentation will be provided to USMS. g) Contractor shall document case file upon completion and shall provide entire copy of case file to USMS POC within 15 days.
