Description

PROJECT DESCRIPTION: This project consists of site improvements for the reconstruction of the North Courtyard. The work includes removal and demolition of sidewalks, curbs, stairs, brick walls, grouted stone walls, dry-staked stone walls, waterfall stone feature and pools, pump vault, brick wall enclosure, portion of storm sewer system, site lighting and electrical, and other miscellaneous items; Site Improvements includes constructing concrete form liner retaining wall with seat wall coping, waterfall feature and pools, concrete sidewalks, concrete curb, landscaping and irrigation, brick wall repair, gutter and downspout modification, drainage structures, storm sewers, underdrains, stormwater chamber system, sanitary sewer service, site grading, lighting and electrical, new Mechanical Building for waterfall feature equipment, and other miscellaneous items. Project cost range is anticipated to be $2,200,000.00-$2,400,000.00. BID SECURITY: A. A bid bond, bank draft, or certified check made payable to Parkland College, Champaign, Illinois in the amount of ten percent (10%) of the Base Bid proposal shall accompany each bid as a guarantee that the Bidder, if awarded the Contract, will furnish satisfactory Performance Bond, Labor and Material Payment Bond, in the amount of one hundred percent (100%) of the contract sum, execute the Contract and proceed with the Work. Upon failure to do so, the Bidder shall forfeit the deposit or amount of bid bond as liquidated damages, and no mistakes or errors on the part of the Bidder will excuse the Bidder or entitle him or her to a return of the deposit or bid bond. No Bidder may withdraw his or her bid for a period of 45 days after the date of opening thereof. The bid bonds or checks will, with the exception of those of the three lowest bidders, be returned seven days after the opening of bids and the remaining checks or bid bonds will be returned when the Contract is executed and bond provided. B. The successful bidder will be required to furnish a Performance Bond and Labor and Material Payment Bond in form and Surety as specified and in the full amount of the contracts. Cost of such bonds shall be included in the Bidder's Proposal. INFORMATION TO BIDDERS: 1. All Contractors and Subcontractors must be prequalified with the Illinois Department of Transportation (IDOT) or the Capital Development Board (CDB) to perform the type and magnitude of construction work specified herein. Verification of prequalification may be requested by the Engineer. 2. All Contractors and Subcontractors are required to pay prevailing wages as determined by the Illinois Department of Labor. 3. Consistent with the Business Enterprise for Minorities, Females, and Persons with Disabilities Act, 30 ILCS 575/0.01, et seq. (the "Act"), it is the policy of Parkland College to foster and encourage the continued economic development of minority owned businesses, female owned businesses, and businesses owned by a person with a disability. No MBE/FBE goals have been established for this project. However, bidders are encouraged to use MBE/FBE subcontractors and suppliers in performing the work. BASIS OF CONTRACT AWARD: The Board of Trustees of Parkland College intent is to award this contract to a single responsible bidder on the basis of the lowest bid. Parkland College reserves the right to accept any bid, reject any or all bids, or waive any technicalities in the award of this contract. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
