Description

This project includes the rehabilitations to Woodward Dam involve replacing the concrete spillway, lining the downstream channel, raising the embankment crest and core wall, flattening the downstream slope, installing a drainage diaphragm at the toe, adding a blow off valve to the existing raw water supply line, installation of a new raw water metering vault, and installation of upstream slope protection. The rehabilitations to Greenleaf Dike involve raising the embankment crest and core wall, flattening the downstream slope, installing a drainage diaphragm at the toe, abandoning the 8-inch low level drain conduit, and installation of upstream slope protection. The rehabilitations of Lamson Dike involve raising the embankment crest, flattening the downstream slope, replacing the raw water supply valve and valve vault structure, a installing a drainage diaphragm at the toe, and installation of upstream slope protection. Bids will be received for a single prime Contract. Bids will be received on an itemized unit price basis. Bids should not include sales and compensating use taxes on materials incorporated into the work. Bid security in the amount of 5% of the Bid must accompany each Bid in accordance with the Instructions to Bidders. The successful Bidder will be required to furnish a performance bond and a payment bond, each in an amount equal to 100% of the contract price. Complete sets of the Bidding Documents may be obtained from the Issuing Office in the number and format stated in the advertisement or invitation to bid. The deposit, if any, will be refunded to each document holder of record who returns a complete set of Bidding Documents in good condition within 30 days after opening of Bids (for Bidders) or within seven (7) days after opening of Bid (for non-Bidders). 2.02 Complete sets of Bidding Documents shall be used in preparing Bids; neither Owner nor Engineer assumes any responsibility for errors or misinterpretations resulting from the use of incomplete sets of Bidding Documents. 2.03 Owner and Engineer, in making copies of Bidding Documents available on the above terms, do so only for the purpose of obtaining Bids for the Work and do not authorize or confer a license for any other use. Additional copies of the Bidding Documents may be purchased at the following non-refundable prices: Additional complete set, per set $50 Individual Drawings, per pages $5 ($5.00 min.) Project Manual, per book $75 Individual Pages of Manual, per page $0.14 ($5.00 min.) Representatives of OWNER and ENGINEER will be present to discuss the Project. Bidders are encouraged to attend and participate in the conference. ENGINEER will transmit to all prospective Bidders of record such Addenda as ENGINEER considers necessary in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective. Prospective General Contractor Bidders will be given a copy of the bid documents by email free of charge. Oral and other interpretations or clarifications will be without legal effect Bidders on this work will be required to comply with the President's Executive Orders No. 11246 and No. 11375, which pertain to nondiscrimination in employment. The requirements for Bidders and Contractors under these orders are explained in the Bidding and Contract Documents. The number of days within which, or the dates by which, the Work is to be substantially completed and ready for final payment are set forth in the Agreement. Provisions for liquidated damages, if any, for failure to timely attain a Milestone, Substantial Completion, or completion of the Work in readiness for final payment, are set forth in the Agreement. Owner is required to pay prevailing wage for this project. Bidders on this work shall pay the greater of NYS or federal wage rates prevailing at the time for each classification of work. New York State Department of Labor wage rate schedule: PRC #2020003008 The Project shall be completed within 245 days of Notice to Proceed. Work shall not commence later than March 1, 2023. The City of Middletown reserves the right to waive any informalities or irregularities in the Bids received, or to reject any or all Bids without explanation.
