Description

This is a SOURCES SOUGHT SYNOPSIS, seeking responses from Veteran Owned Small Business (VOSB) and Small Business (SB) concerns only. This announcement seeks information from the industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with his synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of this synopsis. The Louis Stokes Cleveland VA Medical Center (VAMC) is seeking concerns capable of constructing an Atrium Curtain Wall. The existing Ambulatory Care Atrium was built in 2001 and is not blast resistant as required by VA Physical Security Policy. Additionally, the curtainwall is prone to leaking. This is a multi- phase project that will replace the entire existing Ambulatory Care Atrium Curtainwall located on the north, south, east and west walls that is approximately 3,800 square feet in area. The scope will include the replacement of sliding glass door storefront entrance and revolving entrance door at the Atrium drop off location on the north side and the double door storefront entrance beneath the East Skywalk bridge. The revolving door design should include 2 compartments instead of the current 3. The scope will also include the evaluation of the curtain wall glazing on the east and south sides of the third-floor level (approximately 90 lineal feet long) that are required to be one hour fire-rated per NFPA 101 for an atrium and are currently not fire rated. A/E to evaluate fire rated curtainwall system or closely spaced sprinklers for these areas and provide options for VA review. Specifically, the Cleveland VAMC is attempting to learn if: o There is enough interest in the marketplace for this complex procurement to justify a VOSB or small business set-aside o There is a competitive environment among SDVOSB, VOSB, or small businesses, to justify a set-aside and ensure fair and reasonable pricing o There are enough SDVOSB, VOSB, or small businesses in the marketplace with the ability to execute a project that would be technically complex o There are enough SDVOSB, VOSB or small businesses with sufficient financial and bonding capacity to successfully execute a contract for this type of procurement The Cleveland VAMC's goal is to get fair and reasonable pricing. Therefore, we are soliciting Veteran-Owned Small Business (VOSB) and Small Business (SB) socio-economic groups to determine the appropriate set-aside necessary to fulfill the Cleveland VAMC's needs. To assist the Cleveland VAMC in making an accurate determination, we must know your firm's interest. It is expected that should a solicitation and/or contract for these construction services occur, FAR Clause 52.223-99 Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors and VAAR Clause 852.219-77 VA Notice of Limitations on Subcontracting-Certificate of Compliance for Services and Construction (DEVIATION), will be included. In order to be eligible, interested parties must be registered in the System for Award Management (SAM) data base at https://sam.gov. For firms claiming SDVOSB or VOSB classification status, they must also be registered and certified through the Department of Veterans Affairs Office of Small & Disadvantaged Business Utilization data base, located at https://vetbiz.va.gov The North American Industry Classification (NAICS) code for this potential acquisition is 541310 Architectural Services, which currently has a small business size standard of $8 million. Interested parties responding to this Sources Sought Notice shall submit as much of the following information as possible: Company name and address, point of contact with phone number, email address and DUNS number. Proof of registration in the SAM and VA Vet Biz websites or intention of registration prior to submission of offers to a potential solicitation. If your firm has a history or is contemplating joining with a partner for this requirement, we ask that you detail that arrangement as well to allow the government to make the most well-informed decision possible. In this event, we advise that you thoroughly investigate whether or not a partnership would affect your business size standard. The response date to this Sources Sought notice is July 14, 2022, at 3:00 pm Eastern Time. This market research is for informational and planning purposes only to determine if there are adequate qualified VOSB or SB concerns to warrant a 100% set-aside.
