Description

The City of Manhattan (City) requests proposals for design-build services for CiCo Park improvements. The City is looking for professionals with extensive experience and expertise in parks and recreation, having previously provided planning, design, construction administration, and construction services for community parks and athletic fields and courts. In general, the project includes the design and construction of improvements at CiCo Park including, but not limited to, multi-purpose softball and baseball fields with synthetic turf playing areas, a 12-court tennis layout, support buildings, parking lots, recreational trails, along with all other necessary site improvements, utilities, equipment, and furnishings. Questions concerning this project should be submitted in writing to: Wyatt Thompson, Assistant City Manager at thompson@cityofmhk.com. All persons awarded and/or entering into Contracts with the City of Manhattan shall comply with all applicable city, state, and federal provisions pertaining to non-discrimination, equal employment opportunity, and affirmative action on public Contracts. PROJECT OBJECTIVES: o Build upon conceptual design and site layout; the City would like the project team to begin with the general site layout provided o Develop and lead a public engagement process with stakeholders from the City, Riley County, USD 383, and general public to update the concept plan and create a schematic design for the improvements o Maximize improvements to CiCo Park to fit within budget o Coordinate with City Administration, Riley County, and USD 383 Administration through the construction process o Complete improvements and open facilities as soon as practical o Complete construction project on time and within budget parameters IV. SUMMARY SCOPE OF SERVICES: The Scope of Services for the Project includes all disciplines necessary to completely design and construct the Project, including, without limitation, all on-site and off-site work. The services sought for this Project include all customary services normally provided under the umbrella of the design-build method of project delivery. This includes, but is not limited to, site survey for design and construction, complete design services, community engagement, permitting and agency approvals, procurement, scheduling, estimating, value engineering, general contracting and construction services, construction administration, testing and inspections, commissioning, project closeout, and warranty services. The completed Project is to be a fully functioning facility as described in the contract between the City and the design-build team selected. Some of the key components of the phases of this project are defined below, though overall scope of services for each phase will be fully defined in the project agreements. (The proposer and Owner will work together to try and address any additional steps or work tasks they see fit to assist in the successful completion of objectives.) PHASE I: o Gather information from City staff on work done to date by prior consultants including preliminary reports and concepts. o Schematic design (30% level design). This will be basis for moving to final design and construction. City will need to enter into certain agreements with USD 383 and Riley County following 30% design. o Pre-construction services to develop detailed technical scope and guaranteed maximum price (GMP) for final design/construction. o Provide recommendations to City on construction schedules for improvements that will make the best use of public dollars, align with the City's financial strategies for project funding, and consider the seasonality of park and facility use for selected sports and activities where feasible. o Facilitate public input process with City, Riley County, and USD 383. This may include working with a steering committee, conducting stakeholder interviews and focus groups, and/or hosting public meetings for input on design options/ alternatives. o Coordinate with the City to prepare submittals for Land and Water Conservation Fund review process. o Present design options at 30% level to City Commission for plan approval
