Description | All bid proposals shall be submitted in conformance with this Invitation to Bid and all its sections including the schedule of work, general specifications, and any detailed specifications that are considered as minimum standards, and any attachments, and any addenda distributed. All requested information must be supplied. Failure to comply will be reflected in the evaluation of the bid proposals. A Bidder does not have to BID on all pieces of equipment. If a Bidder can only provide certain pieces of equipment, then the Bidder should mark NO BID for the equipment they cannot provide in the corresponding space on Bid Proposal Form. No proposal will be considered which stipulates that the Town guarantee a particular quantity of work. All inquiries regarding the Invitation to Bid document, bid procedure, and any technical aspect may be directed to Chris McGinnis, DPW Highway Foreman at (603) 929-5927 weekdays between the hours of 7:00 am and 3:30 pm, or by email at cmcginnis@hamptonnh.gov. The contract period shall run from November 1, 2022, to April 15, 2023. For year 2023, funding will be subject to appropriation by the Town Meeting. The use of subcontractors under the contract shall not be allowed. The contract as awarded contains a liquidated damages clause to the effect that there shall be a one hundred ($100.00) dollar per event charge if the deployment of the personnel, vehicles and equipment takes longer than the sixty (60) minutes allowed for that event under Section VII. Schedule of Work; the liquidated damages shall be deducted from the progress payment for the period billed in which the deployment occurred that took longer than the aforesaid sixty (60) minutes allowed, time being of the essence. The award will only be made after evaluation of all bid proposals submitted. The award will be made to the most responsive and responsible bid proposal that meets the specifications contained herein on a total cost basis, with terms viewed as most favorable to the Town, and with the satisfactory negotiation of a contract agreement. |
