Description | The project is generally described as modification of the collection system at the intersection of Folsom-Auburn Rd and Greenback Lane and on Greenback Lane. The modifications include demolition of existing manholes, installation of a junction box with slide gates in an intersection, and installation of new sanitary sewer piping. The project also includes the modification of the Cliff House of Folsom Sewer Restaurant lateral, installation of an auto-flusher near the restaurant, and construction of an AC dike around an exterior drain for the restaurant. The project also includes modifications to Pump Station No.3, including but not limited to, removal of existing standby generator, installation of suction and discharge bypass piping, installation of a pigging station and pigging of the existing force main, pump draw down testing, installation of a wrought iron fence with privacy screening, the procurement of trailer mounted bypass pumps, and installation of new AC paving and slurry seal. Contractor's License Requirement: Class A-General Engineering Contractor. City affirmatively identifies this project as a "public work" as that term is defined by Labor Code Section 1720, and the project is, therefore, subject to prevailing wages under Labor Code Section 1771. Contractor and its subcontractors shall fully comply with all the provisions of the California Labor Code governing the performance of public works contracts including, but not limited to, payment of prevailing wages, limitations on time worked, compliance with apprentice requirements, maintenance of payroll records, posting of wages at the job site and prohibitions against discrimination. The prevailing rates so determined are on file with the City Clerk and they are available for public inspection. They may also be obtained on the internet at . Those prevailing wage rates hereby are incorporated in this Contract and made a part hereof. (See General Provisions, Article 6, Section 6.01). Pursuant to California Public Contracts Code, any contract awarded pursuant to this invitation for bid shall obtain a provision permitting the substitution of securities for any moneys withheld to ensure performance under the contract. The terms of such provisions shall be according to the requirements of the Public Contracts Code Section 22300. Each bid must be accompanied by security consisting only of cash, California Bank Cashier's Check, Certified Check, California Bank Money Order, or bid bond made payable to the "City of Folsom" in the sum of ten percent (10%) of the sum of the proposal. The Contract will be awarded to the lowest responsive responsible bidder. This process is conducted by City in a "blind selection" format, i.e., without knowledge of the identity of any of the bidders before ranking of all bidders from lowest to highest has been determined. All awards will be made in City's best interest. The right to reject any and all bids, or waive any informality in any bid received is reserved by the City Council.
