Description

Notice: In addition to the construction opportunity reflected herein, GSA is seeking suppliers and manufacturers that are interested in supplying low embodied carbon asphalt, concrete (and cement), glass and steel materials for the project. Suppliers and manufacturers of materials meeting GSA's Inflation Reduction Act Low Embodied Carbon asphalt, concrete (and cement), glass and steel requirements (see attached) may submit an Expression of Interest to the contact below no later than February 16, 2024. Expressions of Interest should indicate materials available and global warming potential values reflected in materials' environmental product declarations. Submission of an expression of interest grants GSA your permission to publish your firm's contact information and offerings for use by potential offerors on GSA construction requirements. Supplier and manufacturer contact information will be published in an informational amendment issued by GSA and, potentially, in other fora. By participating in the competition, offerors consent to GSA sharing their suppliers' names and the global warming potential values associated with suppliers' materials with the successful offeror. Such information may also be disclosed publicly or used to inform other low embodied carbon procurement activities. Technical solutions, supplier pricing, and supplier-offeror terms and conditions will not be shared, in accordance with the Procurement Integrity Act. Project Description: The General Services Administration (GSA) Design Excellence Program seeks to commission architects, engineers, and construction professionals to maintain and modernize our legacy federal buildings for the next 50 to 100 years of service. These projects will demonstrate the value of integrated design that balances historic significance with current needs; balances aesthetics, cost, constructability, and reliability; and creates environmentally responsible and superior workplaces for civilian federal employees. In this context, GSA announces an opportunity for Design and Construction Excellence in public architecture for performance of Architectural Engineering Design and Construction services in accordance with GSA quality standards and requirements. As required by law, regulation or Executive Order, all facilities will meet performance targets and security requirements. The anticipated project is a new design-build project of a new commercial port which includes construction of a Main Building, Commercial Primary Inspection Lanes, Commercial Inspection Building and Loading Docks, Vehicle Exit Booth, Kennel Building, Vault, Federal Motor Carrier Safety Administration (FMCSA) Facility, and Firearms Simulation Building, totaling approximately 180,000 gross square footage. Raul Hector Castro (RHC) LPOE in Douglas, Arizona, is a full-service, multi-modal port that inspects privately owned vehicles (POV), pedestrians (PED), and commercially owned vehicles (COV). The current facilities at the RHC LPOE no longer function adequately given the site constraints, steady increase in traffic, and outdated facilities and technologies. The New Douglas Commercial LPOE is to expand and modernize the existing RHC LPOE as a non-commercial facility. It is planned to be located 5 miles west of the existing RHC LPOE along the U.S. Mexico border on approximately 106 acres in Arizona. The project is located on a vacant site, therefore considered new construction. The DB scope of work includes all management, supervision, labor, equipment, and materials required to provide design and construction services for the New Douglas Commercial LPOE project pursuant to the Federal Acquisition Regulation (FAR) Two-Phase Design-Build Selection Procedures and incorporating Art in Architecture Program, and Design - Construction - Operational Excellence policies and procedures. This project shall adhere to the GSA Design Excellence and Operational Excellence guidelines, the GSA PBS Facilities Standard for the Public Building Service (P100) 2021 with 2022 addendum, Building Information Modeling (BIM), and DHS CBP requirements and guidelines. The LPOE will be designed to be net-zero carbon ready and achieve LEED Gold standards. The resultant contract will be a firm fixed price. Design services, which will be accomplished through the contract, will be necessary to meet the functional requirements of prospective tenants, fulfill policy and regulatory criteria, and provide state of the art workplaces that help define interior design standards for the building. Designed solutions shall be consistent with the latest objectives of GSA, prospective tenants, and best practices in architectural planning and design. The project is funded under the Bipartisan Infrastructure Law and Inflation Reduction Act. The purpose of Phase I (the request for qualifications) is to select the most highly qualified Offerors from Phase I to participate in Phase II (the request for proposals). At the conclusion of Phase I, GSA will invite the Short-Listed Offerors to submit Phase II proposals. Phase II proposals will require submission of technical and price proposals, which are evaluated separately in accordance with FAR Part 15. Potential Offerors are hereby placed on notice that GSA will publicly announce the names of the Phase I "short-list" on SAM.gov. A maximum of three (3) Offerors will be selected to proceed to Phase II. At the conclusion of Phase II, GSA intends to award a contract to a single Offeror for all design and construction services. The procurement will be full and open to all businesses. Pre-proposal Meeting A virtual Pre-Proposal meeting will be held, on or around, early February 2024. Prospective attendees are required to RSVP to the Contracting Officer. Proposal Due Date Proposals are due, on or around, early March 2024.
