Description

The University of Oregon (Owner), is seeking proposals from qualified Construction Manager/General Contractor (CM/GC) firms (Proposers) for the construction of the UO Portland - Multi Building Project (the "Project") at the University of Oregon - Portland Campus in Portland, Oregon. The University of Oregon (the "Owner") purchased the NE Portland Campus which includes many educational, student services and housing buildings on campus that will undergo renovations over the next couple years. Along with the creation of the Ballmer Institute for Children's Behavioral Health, most, if not all academic programs, student support services, and administrative offices currently located in the White Stag Building (70 NW Couch St.) and at 38 NW Davis St. will be relocated to the new NE Portland campus. There are a total of 18 programs/institutes that will relocate to the new campus. A programming study was completed in September 2022. The focus was to determine if existing programs could fit into current building footprints and to assist with funding and budgeting purposes. The study was conducted by architects with user groups and conceptual layouts performed which did not include MEP or structural assessments. The study is an appropriate guide, however, are not meant to be design directives with no preconceived notions of design solutions. This study is attached as Appendix B. The intent for all projects is to reuse as much of the physical building as possible which may result in non-standard size spaces. All designs are to include work to bring buildings up to code including fire suppression systems and ADA compliance. This RFP is soliciting a CM/GC to perform preconstruction and construction phase services. This RFP is one of many RPQ/RFPs that are being solicited as part of a comprehensive plan to build out multiple projects at once. Multiple Architecture firms will be engaged to design various projects on the campus. Four of the major projects are listed on the cover page of this RFP. There will be a number of other Architects, Engineers, and Landscape Architects that will be contracted to design projects associated with this project. It is anticipated that there will be projects being designed by as many as twelve (12) different design firms, with construction being consolidated under the supervision of a single Construction Manager/General Contractor (CMGC), being solicited through this RFP. This RFP is following closely behind the design RFQs for the four major projects listed, and will be in parallel to the hiring of additional designers for the other scopes of work. It is anticipated that the CM/GC will participate with the Owner and the Architect(s) as an integrated team member throughout the design process of each design project, culminating in one large, orchestrated construction effort.
