Description

The contractor shall furnish all supervision, labor, transportation, materials, tools, incidentals, equipment, and quality assurance to replace and install a new controller and de-coder equipment for an underground sprinkler irrigation system. The contractor shall install a new 2 wire controller and 32 new decoders including all wire nuts and DBY wire connector on the Lackland Parade Field located at JBSA-Lackland, San Antonio TX. SITE DESCRIPTION AND SIGNAGE: The Parade Field will not be occupied while work is being performed. The contractor shall provide barriers and warning signs to prevent unauthorized personnel from entering the work area while the contractor is replacing the controller system. BACKGROUND: Lackland Parade Field has a malfunctioning irrigation timer, controlling a 32 zone irrigation system along with 32 separate decoders, located underground at each solenoid valve. 1. SCOPE OF WORK: The Contractor shall coordinate with the Facility Manager, or CE Project Manager, 48 hours before the actual work is to commence to minimize mission impact or deficiencies that may occur during the normal work week, Monday through Friday 7:00 a.m. to 5:00 p.m. The Contractor shall provide the following items and incidental services: A. Contractor shall remove the old existing Base-Station two wire controller system and replace it with an updated 2-wire controller system. The controller shall have the following capabilities: 1. 40-station capability or higher 2. Real time data for flow and water management 3. Water and Resource management and optimization 4. Third party capabilities 5. Diagnostic Testing 6. Flow and Weather sensors B. Contractor shall replace old decoders and install thirty-two (32) new individual decoders with all new wire nuts and DBY wire connectors at each solenoid valve inside junction box with cover. C. Contractor shall check all sprinkler heads. If any sprinkler heads are identified as broken or damaged, the contractor shall report the identified sprinkler heads to the CE PM. This will be repaired by 502nd CE. D. Contractor shall check all underground sprinkler irrigation system controller valves. If any of the underground sprinkler irrigation system controller valves are identified as broken or damaged, the contractor shall report the findings to the CE PM. This will be repaired by 502nd CE. E. After completion of installing two wire controller system and 32 individual decoders, the contractor shall test the irrigation system, check all valves, sprinkler heads, and valve boxes pertaining to the new controller and decoders on this project to verified irrigation system is fully operational. PROJECT LOCATION: 1820 Bong Ave JBSA Lackland, San Antonio TX PERIOD OF PERFORMANCE: 20 calendar days for Project to be complete. A ten-day notice before work begins is necessary for coordination with the building's manager. HOURS OF WORK: Normal duty hours are from 7:00 Am to 5:00 PM, Monday thru Friday, except on government holidays. Contractor should coordinate work with 502 CES Project Manager Representative. PROJECT SCHEDULE PLAN: Contractor shall send a progress schedule plan and mobilize plan of start date and completion date after contract has been awarded. INSPECTION AND ACCEPTANCE: A representative from 502 CES will conduct daily inspections of work progress. A final inspection of completed work will be conducted by the project manager, contractor and designated 502 CES personnel. All discrepancies identified during inspections shall be corrected prior to final payment. CONTRACTOR'S WARRANTY: The contractor shall guarantee all materials and workmanship for a period of one year from the date of project completion and shall within that period correct all defects in materials/workmanship within 36 hours of being notified. Correction of all defects under this warranty shall be at the expense of the contractor. All paperwork for equipment that are warranty more than year will be turn in to the CE PM. SUBMITTALS: Must be approved by 502 CES Project Manager. CLOSE OUT DOCUMENTS: Contractor shall prepare the data for the DD Form 1354, Transfer and Acceptance of Military Real Property in accordance with Section 01 78 00 close out/ warranty/ O&M Manuals. PROJECT POINT OF CONTACT: PM Leonardo Garcia (Leo) 210-671-5142 & Victor Reyna (210)671-3924 SAFETY: All Contractor operations shall be conducted and performed in accordance with Department of Labor, OSHA requirements found in 29 CFR 1910 (1910.146 and 1910.147) and 29 CFR 1926, and Air Force Occupational Safety & Health (AFOSH) AFOSH standards including 91-25. DIGGING PERMIT: If Contractor requires digging permit, 502nd CE will help coordinate the permit. OUTAGES: If Contractor requires a water outage permit, 502nd CE will help coordinate the permit. SITE MAINTENANCE: The Contractor shall protect adjacent property, buildings and their contents from dust, dirt or other materials. Work areas shall be maintained in a neat, clean, and safe condition and shall, at a minimum, be cleaned at the end of each shift. All streets and roadways in/or adjacent to the site shall always remain free of project generated trash and debris. GOVERNMENT FURNISHED SERVICES: The government will provide utilities (water and electricity) and emergency, fire, and security police response. POLICE PROTECTION: The 802nd Security Forces Squadron shall provide security and law enforcement response and services to the contractor. FIRE PROTECTION: The JBSA Lackland Fire Department shall provide initial response, EMS, and fire protection services to the Contractor. TRAFFIC REGULATIONS: Contractor employees shall comply with all base traffic regulations and are subject to random vehicle speed control checks. Contractor's personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones, except hands-free phones, is prohibited while driving on military installations in San Antonio, TX. DAILY CLEANING: The Contractor shall always keep the site free from debris and shall perform daily cleaning of all areas. The Contractor shall collect all trash, debris, refuse, garbage, etc., that is generated and place it in appropriate containers with lids or approved covers on a periodic basis. The materials shall be hauled from the site by appropriate means daily, unless otherwise approved by the designated Planning Technician. Disposal shall be outside the limits of Government property. Disposal shall be by sanitary landfill or other approved methods and shall conform to all local, state, and federal guidelines, criteria, and regulations. Upon completion of the work, the Contractor shall leave the work site and storage area(s) in a clean, neat, and workmanlike condition satisfactory to the Structural Shop Supervisor.
