Description | Indefinite Delivery/indefinite Quantity Contract for Architect-engineer Services for Civil Engineering at Various Navy and Marine Corps Facilities and Other Military Installations Located in the Naval Facilities Engineering Systems Command Southwest Area of Responsibility (Aor): California, Arizona, Nevada, Colorado, New Mexico and Utah. N62473-23-R-1011 INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT FOR ARCHITECT-ENGINEER SERVICES FOR CIVIL ENGINEERING AT VARIOUS NAVY AND MARINE CORPS FACILITIES AND OTHER MILITARY INSTALLATIONS LOCATED IN THE NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND SOUTHWEST AREA OF RESPONSIBILITY (AOR): CALIFORNIA, ARIZONA, NEVADA, COLORADO, NEW MEXICO AND UTAH. ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ARCHITECT-ENGINEER QUALIFICATIONS, IS CONTAINED HEREIN. THERE IS NO SEPARATE REQUEST FOR PROPOSAL (RFP) PACKAGE TO DOWNLOAD. THIS IS A TOTAL 8(A) SMALL BUSINESS SET-ASIDE PROCUREMENT. The Small Business size standard classification is North American Industrial Classification System (NAICS) Code 541330 (Engineering Services) with a small business size standard of $15 million. The Government seeks the most highly qualified firm to perform the required services based upon the demonstrated competence and qualifications, in accordance with the selection criteria. A market research study was conducted by Naval Facilities Engineering Systems Command (NAVFAC) Southwest (SW) that included an assessment of relevant qualifications and capabilities of potentially qualified firms. Upon review of market research, the U.S. Small Business Administration (SBA) in San Diego determined that an 8(a) Business Development Program SetAside procurement is appropriate. The NAVFAC SW small business office concurs with the SBA determination. This procurement will result in one (1) Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Architect-Engineer (A-E) services for Civil Engineering Services at various Navy and Marine Corps facilities and installations located in the NAVFAC SW Area of Responsibility (AOR), including California, Arizona, Nevada, Colorado, New Mexico and Utah. The preponderance of work will be in Southern and Central California. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ contract will be for a base period of 2-years and two (2) 3-year option periods (if exercised). The total fee for the contract term shall not exceed $20,000,000. The guaranteed minimum for the contract term (including option years) is $5,000. Firm-fixed price task orders will be negotiated for this contract. The minimum value of individual task orders executed under this contract is $5,000. The maximum value of individual task orders executed under this contract is $750,000. The estimated start date is April 2023. The Prime Contractor must demonstrate adequate in-house staffing capable to self-perform at least 50 percent of the cost of the contract as required by FAR Clause 52.219-14(b)(1) Limitations on Subcontracting. The type of A-E services expected to be performed under this contract are primarily preparation of Design-Bid-Build (DBB) construction contract packages. These include preparation of full plans and specifications, site surveys and investigations (i.e. geotechnical, utilities, topographical, etc.), cost estimating and post construction award services (PCAS). Additionally, preparation of Request for Proposals (RFP) packages for Design-Build (DB) projects, preparation of civil design support documents, preparation of DD Form 1391 or similar planning and programming related documents and miscellaneous studies may be required. Primary A-E services will include preparation of DBB construction contract packages (i.e., full plans and specifications); civil engineering surveys/studies including, but not limited to, topographic surveys, utility studies, geotechnical studies and drainage studies. Additionally, preparation of RFP for Design-Build (DB) projects and studies or reports related to the designs of new facilities may be required. Support A-E services may be required to perform technical reviews of government-prepared designs and design-build packages, preparation of planning and programming support documents, cost estimates and post construction award services (PCAS). The method of contractor selection has not been determined at this time. |
