Description

A certified check or bank draft on a responsible solvent bank, or a satisfactory bid bond executed by the bidder on an acceptable surety company, payable to the City of Prophetstown, Illinois, in an amount not less than five percent (5%) of the total bid shall be submitted with each bid. The successful bidder will be required to furnish satisfactory performance and payment bonds each for 100% of the awarded contract price. No bid shall be withdrawn after the opening of bids without the consent of the City of Prophetstown for a period of 120 days after the scheduled time of receiving bids. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the DavisBacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), and the federal "Build America, Buy America Act" requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. . Attention is called to the fact that not less than the minimum salaries and wages as set forth in the construction documents must be paid on this project and that the contractor must insure that employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin. The City of Prophetstown is an equal opportunity employer. The City of Prophetstown, Illinois reserves the right to reject any non-responsive bid and/or non-responsible bid. All work shall be substantially complete within 360 calendar days and final completion shall be within 420 calendar days from the execution of the Notice to Proceed. Project Location - The New Well No. 5 and Water Treatment Plant will be located at the end of the cul-de-sac at 100 Sunset Lane. The existing Well No. 4 and water treatment plant is located at 919 Jackson Street. The existing Well No. 3 Building is north of the intersection of E. 2nd Street and High Street. All sites are located on City owned property or right-of-way
