Description

The City of Cocoa is soliciting for a contractor to provide the labor, material, and equipment to replace the Integral Media Support (IMS) Caps and media in Groundwater Filter #3 at the Dyal Water Treatment Plant (WTP). The Dyal WTP is located at 28400 SR 520, Christmas, FL 32709 and has a total of six (6) double-cell, dual-media gravity filters in its groundwater treatment train. All filters utilize the Leopold Type S underdrain system, with traditional sintered-bead integral media support (IMS) caps in lieu of support gravel, a 12" layer of silica sand, and an 18" layer of anthracite coal. Small Business Set Asides (i.e. Woman Owned, Minority, Veteran, Disadvantaged etc.) are encouraged to submit bid/proposals concerning this solicitation. The City reserves the right to reject any or all bid/proposals, with or without a cause; to waive technical errors and informalities; and to award proposals to the highest rated responsive and responsible bidder. One or more of the City Council members may be present at the bid/proposal opening. The City of Cocoa supports local contractors and offers a five (5%) percent preference given to Brevard County contractors whose physical business address is within the physical boundaries of Brevard County and such location is evidenced by the local business tax receipt issued for at least six (6) months prior to the date the bid is submitted. Questions regarding this solicitation must be received in writing at the address above no later than Wednesday, February 8, 2023 at 5:00pm EST. Responses to those questions considered material to the solicitation shall be distributed via formal addenda and posted to the City of Cocoa website: https://www.cocoafl.gov and to the City's online bidding platform, Vendor Link, http://www.myvendorlink.com. The scope of services required for the removal and replacement of existing filter media and IMS caps in Groundwater Filter #3 are, but not limited to, the following generally described items: 1. Removal of existing filter media (sand and anthracite) and disposal. 2. Removal and installation of grout fillets and seal channels. 3. Removal, replacement, inspection and testing of underdrain IMS caps. 4. Pressure washing of interior surface of each filter basin, overflow troughs and media retaining weirs (Bid Alternate). 5. Coating of filter basin interior (Bid Alternate). 6. Procurement of filter media to the plant. 7. Installation of filter media
