Description

The Eastern Band of Cherokee Indians (the "Tribe or EBCI") Project Management Office, is seeking the services of qualified Construction Manager at Risk firms to provide preconstruction and construction services for the development of 32 Acre Cultural Complex in Robbinsville, North Carolina. The master planning and programming phase of the project are complete. A copy of the Junaluska Cultural Complex Master Plan, dated May 2022, is attached within the request for proposal information for reference by potential Construction Manager at Risk firms. A detailed breakdown of the facilities can be reviewed in the Request for Proposal package. BRIEF PROJECT DESCRIPTION: The Eastern Band of Cherokee Indians (the "Tribe or EBCI") Project Management Office, is seeking the services of qualified Construction Manager at Risk firms to provide preconstruction and construction services for the development of 32 Acre Cultural Complex in Robbinsville, North Carolina. The Construction Management at Risk Team selected shall provide the following construction project: Pre-Construction Services o Assist the Project Team in review of design proposals and make recommendations, as necessary. o Review the master plan design concept and recommend any alternatives to the layout or operation that may enhance the building operation without impact to the overall cost. o Work with the project design team (architect, engineers) and Owner to develop and coordinate a master schedule and update, as necessary. o Attend project team meetings. o Prepare cost estimates to confirm Owner budget. o Provie technical review of the design documents prior to issuance for bidding. o Provide an open book, Guaranteed Maximum Price (GMP) at the completion of final bidding documents. Project Schedule o The CMAR will prepare, monitor, and update regularly a detailed pre-construction, construction and post-construction schedule. o Assist in design document review and coordination. o Analyze the construction market and develop a bid strategy which increases competition and supports Owner's goals for local contractors and suppliers' participation. o Prepare bid documents, bid package breakdowns, and descriptions, and assist the design team in general conditions, and specifications as related to the CMAR project delivery. o Prepare, implement, and maintain contracts, purchase orders, insurance certificates and bonds with all sub-contractors and suppliers. Construction Services o Provide full-time supervision for the duration of the project. Responsibilities for fulltime supervision between the Project Manager and Project Superintendent, along with and your firm philosophy on the specified approach, will be evaluated. o Coordinate with Project Team to facilitate monthly construction meetings at the site and coordinate with Project Team to furnish meeting minutes. o Coordinate, maintain, and update the schedule during the project. o Assist in all aspects of construction project management. o Obtain approvals from regulatory agencies. o Develop and maintain submittals, shop drawings, samples, and change order directive logs o Analyze, negotiate, and process change orders and other change directives. o Prepare project construction reports, minutes, and schedules. o Develop and implement a quality assurance plan. o Maintain record document set. o Assist in punch list preparation, substantial completion, and final completion inspection. Review, make recommendations, and process contractor payment applications. o Monitor contractor safety programs to include COVID-19 safety precautions and mandates. o Comply with Tribal Employment Rights Office (TERO) rules and regulations, applicable Tribal procurement and purchasing policies, should sub-contracting become necessary. o Each month, during the contract period, the CMAR shall provide a written progress report, updated schedule, and an invoice based upon the percent of the project design completed. Post-Construction Services o Assist in reviewing and preparing all close-out documents including warranties, operating and maintenance manuals, schedule, and coordinate Owner training of system components. o Monitor transfer of building operations to Owner's tenant. o Monitor and follow up on any warranty issues throughout the one-year warranty period.
