Description | The scope of work is located on Hana Highway (Route 36), between M.P. 12.38 and M.P. 12.42. The project includes repairing the damaged slope on the makai (ocean) side of the highway resulting from a heavy rain event in March 2021. The slope repair includes excavation and back-filling operations, placement of geosynthetic reinforcement, planting of turf reinforcement, reconstructing the Hot Mix Asphalt (HMA) shoulder, and replacing existing guardrail. The estimated cost of construction is between $350,000.00 and $450,000.00. To be eligible for award, bidders must possess a valid State of Hawaii General Engineering Contractor's "A" license at the time of bidding. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. ALL requests for information (RFI) shall be received in writing via HIePRO no less than fourteen (14) calendar days before bid opening. Questions received after the deadline will not be addressed. Verbal requests for information will not receive a response. In accordance with ACT 174, SLH 2022, effective June 27, 2022, Hawaii Products Preference shall not apply to solicitations for public works construction. Therefore, the Hawaii Products Preference shall not apply to this project. A 5% bid adjustment for bidders that are parties to apprenticeship agreements pursuant to Section 103-55.6, Hawaii Revised Statutes (HRS), is applicable to this project. Compliance with Act 192, SLH 2011 is a requirement for this project whereby a minimum of 80% of the bidder's work force on this project must consist of Hawaii residents. Any protest of this solicitation shall be submitted in writing to the Director of Transportation, in accordance with 103D-701, HRS and 3-126, HAR. Campaign contributions by State and County Contractors. Contractors are hereby notified of the applicability of Section 11-355, HRS, which states that campaign contributions are prohibited from specified State or county government contractors during the term of the contract if the contractors are paid with funds appropriated by the legislative body.
