Contractor Awarded Address: Brooklyn, NY 11232-4213 USA Base and All Options Value (Total Contract Value): $36848733.00 This notice is a presolicitation notice for the U.S. General Services Administration (GSA), Public Buildings Service, Northeast and Caribbean Region. This notice is not a solicitation announcement, and this notice is not a request for proposal or related documents. Please see attached documents for the Solicitation for GC Services for the Tenant Fit Out Project on the 37th and 38th floors at the Jacob K. Javits Federal Building, New York, NY. GSA is seeking a responsible and qualified General Contractor (GC) to provide construction services for the Tenant Fit Out Project on the 37th and 38th floors at the Jacob K. Javits Federal Building located at 26 Federal Plaza in New York, NY. The selected offeror will be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work under the resultant contract. The Javits Federal Building is a 41 story tower built in 1967 with a 45 story annex added in 1974. The project is being completed on the 37th and 38th floors. It will total approximately 92,000 square feet. This project will require work to be performed in an occupied building within highly secure areas without disruption to the operations of the existing tenants; and will include but not be limited to such work items as: reinstallation of spray-on fireproofing, modifications to the mechanical, electrical, plumbing, and fire and life-safety systems along with a complete fit out of architectural finishes. The selected offeror will be competitively chosen using Source Selection Procedures in accordance with FAR Part 15.3. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. The contract type will be a firm-fixed price contract. The period of performance for this project is anticipated to be 302 calendar days after GSA issues the notice to proceed. The magnitude of construction for this project is between $32,500,000 and $42,500,000 The Solicitation and Contract (1) This Solicitation sets forth requirements for proposals for a Contract to construct the Project described in the Solicitation Documents. Proposals conforming to the Solicitation requirements will be evaluated in accordance with the Method of Award set forth herein. The Government will award the Contract to the selected Offeror, subject to the conditions set forth herein. (2) Neither the Solicitation nor any part of an Offeror's proposal shall be part of the Contract except to the extent expressly incorporated therein by the Contracting Officer. (3) The Offeror's proposal submitted in response to this Solicitation shall constitute a firm offer. No contract shall be formed unless and until the Contracting Officer has countersigned the SF 1442 submitted by an Offeror, and delivered to the Contractor a copy of the SF 1442 with original signatures together with the Agreement reflecting the Offeror's proposed prices. Bid Guarantee (Sep 96) (a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid. (b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds-- (1) To unsuccessful bidders as soon as practicable after the opening of bids; and (2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted. (c) The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000, whichever is less. (d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default. Note: The Government will reserve the right to invite Offerors to give oral presentations to further demonstrate their understanding of the project and abilities to complete the project, as well as augment the written information submitted in this Project Execution factor. The Offerors will be expected to provide a clear and concise overview of the project in relation to the project requirements and to provide clear and concise responses to pertinent questions posed by members of the Government's evaluation team. The oral presentations will not constitute discussions as defined in FAR 15.306(d), Exchanges with offerors after receipt of proposals. No price information shall be included in the presentation narrative or mentioned during the oral presentation. *The government reserves the right to NOT afford an oral presentation to any offeror whose proposal contains any factor rated "marginal" or "poor" if the Offeror is given the proper notice. Requests for Clarification or Interpretation The Government will attempt to answer all requests for clarifications or interpretations of the Solicitation Documents prior to the date set for receipt of offers, but do not warrant that all such requests will be answered within 15 calendar days. Prospective Offerors should make such requests no later than June 10, 2022. *Some or all of the documents for this project may be controlled unclassified information and property of the United States Government and if so we will not be obtaining them. Users must register with Beta.Sam in order to view and obtain controlled unclassified documents. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
