Description

Proposals from qualified consulting firms to provide engineering services and general technical support for the Fifth Street Improvements Project. All firms shall be pre-qualified with the Colorado Department of Transportation (CDOT) for bridge and roadway design, and also be experienced as a Local Agency representative for design projects receiving federal funding assistance for construction phase. The services sought include all facets of project development from design scoping to construction contract advertisement. Selection of proposals will be qualifications based. Upon award of selection, the selected firm is required to attend a scoping with the Town prior to final contract negotiations. The project may receive a Denver Regional Council of Governments (DRCOG) grant for construction. The Town is accepting statements of qualifications and proposals from engineering firms having expertise or partnering capability in: 1. Transportation planning and design of municipal roadways 2. Storm drainage design associated with transportation projects 3. Design Administration 4. Traffic analysis & studies 5. Design of pedestrian facilities 6. Survey Control and Topographic Design Surveying/Mapping 7. Preparation Land Survey Plats/Right-of-Way and Ownership Maps 8. Preparation of Legal Descriptions 9. Geotechnical Investigation and Pavement Design services 10. Traffic Signal Design 11. Construction Phasing / Traffic Control Plans 12. Environmental Clearances 13. Underground Utility Investigation 14. Right of Way Clearance/Land acquisition services 15. Post Design Services. Firms should also have expertise or partnering capability in: traffic signal operation and design, traffic signal and related traffic and transportation engineering issues. Fifth Street Improvements project includes roadway capacity and operational improvements of Fifth Street from Gilbert Street to North Ridge Road, including pedestrian and bicycle facility additions. The project is located just East of downtown Castle Rock beginning at the intersection of Fifth Street & Gilbert Street and ending at the intersection of Fifth Street & North Ridge Road. Fifth Street is classified as a major arterial and functions as a regional roadway. Within the project limits, Fifth Street intersects with one state highway (SH-86), two major arterials (Woodlands Boulevard and North Ridge Road), 2 collector streets (Gilbert Street and Valley Drive) and multiple local roads and private accesses. The improvements implemented with this project include; road widening to accommodate the full build-out condition of a 4-lane major arterial, on-street bike lanes, intersection improvements at Woodlands Boulevard, intersection improvements at Valley Drive including traffic signal design, Multi-use path/sidewalk implementation, storm drainage improvements and water quality improvements. The project may receive federal funds through DRCOG for the construction phase thus all design and project clearances must be completed in compliance with CDOT and FHWA requirements.
