Description

The following procedures are designed to provide for a fair and open process in awarding professional services based on qualifications, merit and cost effectiveness through accessible advertising. Services include annual appointments and day-to-day programs, projects and contracts. 1. Appointment of Affordable Housing Planner – The Affordable Housing Planner – shall be appointed by the City, and shall serve for a term of one (1) year or until his successor has been appointed. The Affordable Housing Planner – shall be a duly licensed planner of the State of New Jersey and be recognized as an expert in the field of affordable housing planning. In lieu of appointing an individual planner, the governing body may appoint a firm of planners, all members of which shall be licensed to practice planning in New Jersey. The Affordable Housing Planner shall not receive a fixed salary but shall be paid as provided for by a contract authorized by the City in accordance with the Laws Governing public contracts. Proposals will be accepted for the calendar year 2021. 2. Duties. When requested by the City, the Affordable Housing Planner shall: A. Have experience in the area of the Fair Housing Act, COAH regulations, and affordable housing issues. B. Experience in preparing a Third Round Housing Element and Fair Share Plan. C. Experience as an Affordable Housing Planner for a municipality in the State of New Jersey. D. Been accepted as an expert planner in the field of affordable housing in New Jersey. E. Attend the meetings of the City officials; and render such professional services and opinions as may be required. F. Experience in administering affordable housing programs.
