Description | The purpose of this document is to provide interested parties with information to enable them to prepare and submit a bid response for crack routing & sealing. The County intends to use the results of this process to award a contract(s) or issuance of purchase order for the product(s) and or services(s) stated above. The contract shall be effective on the date indicated on the Dane County purchase order or the Dane County contract execution date and shall run for one year from that date. Vendor Question Submission Deadline:February 24, 2023, 2:00pm All materials supplied under this proposal shall conform to the Bridge Manual and the Standard Specifications for Road and Bridge Construction, 2023 edition (hereinafter referred to as the "Standard Specifications"), and all subsequent revisions and supplementary specifications, of the Wisconsin Division of Highways, Department of Transportation. All materials and work will also conform to the Special Provisions for Performance Based Maintenance 2023 Edition of the State of Wisconsin Department of Transportation. A copy of the Special Provisions for Performance Based Maintenance 2023 Edition is attached to this bid document for your reference. Mobilization and Traffic Control items will each be paid as one item (EACH) for the project. Each item will be considered independently of any other item. The Dane County Highway and Transportation Department will attempt to utilize the lowest bid when obtaining product, however the Department reserves the right to obtain product from the most advantageous vendor/location. This work shall be in accordance with the requirements of Special Provisions for Performance Based Maintenance 2023 Edition, except as hereinafter amended. A. Method of Measurement. Mobilization will be measured as 1 EACH for the duration of the project. B. Basis of Payment. Mobilization will be paid for at the contract unit price bid for all equipment, tools, labor, and incidentals necessary to complete the work in accordance with this contract. A minimum of one lane in each direction must be kept open at all times on the mainline Beltline. The Contractor may close ramps consistent with the hours listed above, as long as the WisDOT guidance for closing ramps is followed (logistics, approvals, lead time, etc.). The Contractor must submit a traffic control plan to Dane County for approval and entry of the lane closure requests into WisDOT's LCS system at least 2 weeks prior to starting work. Traffic Control plans should be based on the 2023 Wisconsin Work Zone Field Manual and may reference pages from the manual. https://wisconsindot.gov/dtsdManuals/traffic-ops/manuals-and-standards/wzfm/wzfm.pdf Approval of the Traffic Control plan and WisDOT LCS is required prior to the start of work. |
