This letter is not an integral part of the RFQ, which is a self-contained stand-alone document. In the event of any conflict between the contents of this letter and the enclosed RFQ, the RFQ language shall prevail. The enclosed RFQ consists of Standard Form (SF) 1449, Contract Terms and Conditions, Solicitation Provisions, and Attachments A and B. Any clause or provision incorporated by reference in this RFQ may be viewed in its entirety at the following web site: https://www.acquisition.gov/. Quoters are advised to closely review all contract clauses and solicitation provisions attached to the SF1449. Additionally, quotes shall include all information/documentation as identified in provision WES-L-2001, Addendum to Instructions to Offerors--Commercial Items. In no event shall telephone discussions be construed as changes to the solicitation or place conditions on the solicitation.
