Description

Cost range is $1 to $1.5 million. The Wheeling Park Commission invites proposals to provide all work, including but not limited to labor, materials, equipment supplies and transportation for the select renovations within the Aquaponic Center within Oglebay Park. The project scope includes renovations to an existing greenhouse to create an Aquaponics Center. The project will be partially funded by a federal Economic Development Administration grant and will carry prevailing wages. This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program. After the review of the documents and after the pre-bid, written questions only will be addressed by addendum. The written questions must be submitted via email to Julie Doerr at jdoerr@millsgrouponline.com no later than 12:00 pm on Monday, June 12, 2023 with response back to the contractors no later than 4:00 pm on Tuesday, June 13, 2023. A Bid bond executed by a surety company acceptable to Wheeling Park Commission in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder's entrance into a Contract, if given the award. No Bid may withdrawn for a period of ninety (90) days after the time of the opening of the Bids. Any contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a contractor's license and meets all the qualifications required by the statutes of the State of West Virginia and subdivision in which the work is to be performed. The Wheeling Park Commission (OWNER) reserves the right to reject any or all bids and to waive any informalities therein. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The work consists of the following: 1. Select demolition and renovation of an existing 3500 SF one-story greenhouse that will be converted into an Aquaponics production facility. The facility is designed to raise fish within indoor filtrating/recirculating tanks. The fish waste will be piped to planting media set in water filled troughs. The troughs will contain edible plant growth modules. 2. It is important to note that the Aquaponics Equipment, installation and owner training is within the general contract. 3. The existing greenhouse will be fully renovated to seal all glazing conditions, to provide proper coatings and sun shading to achieve the proper light controls. 4. The renovations include removal and replacement of concrete floors, new partitioning with masonry, cold formed metal studs. There is a new partition made of masonry, aluminum storefront, and cold formed steel studs. There is ceramic tile work on the walls in select areas. There is epoxy flooring (see deduct alternate) 5. There will be new doors, frames and hardware in various locations. Including new aluminum storefront doors. 6. There are new HVAC systems. 7. Site improvements include a minimal new sidewalks, a new HC accessible chair lift, and sewer line tie-in to adjacent utilities. 8. Electrically: new power reconfiguration, lighting, data, and TV cabling, 9. Plumbing: there is new plumbing for sanitary and storm sewers as well as plumbing that supports the Aquaponics Equipment 10. There is work within the basement required to accommodate the plumbing and electrical system modifications on the upper levels. This will include removal oof existing concrete to access exist. under slab sanitary lines.
