Description | Deadline for RFP questions October 28, 2022 at 5:00 PM The Village of Lisle seeks proposals from experienced and qualified consultant teams to complete a strategic update to its 2004 Comprehensive Land Use Plan. The Village seeks a plan that is unique to the Village of Lisle and that is reflective of the values and preferences of the community. The selected consultant team will lead the planning process and develop project deliverables with oversight from the Development Services Department. All work shall be completed in accordance with applicable Village standards and within the agreed upon timeline. The intent of the Scope of Services is to serve as a framework which the Consultant Team can use to develop a more detailed scope of services based on their professional expertise and knowledge. The final Scope of Services will be developed in collaboration with the selected Consultant Team and Village staff prior to contract approval. The selected consultant team will: a. Incorporate existing adopted plans including 2018 Downtown Lisle Master Plan, 2010 Ogden Avenue Corridor Plan, and 2020 Bicycle and Pedestrian Plan. b. Conduct a future land use assessment, incorporating information from the above plans, with a focus on the Village's existing commercial corridors (Route 53, Maple Avenue, Ogden Avenue, and Warrenville Road), publicly owned land, and properties located within the regulatory floodplain. c. Prepare existing and future land use maps. d. Incorporate the current zoning district designations in the future land use map. The following minimum qualifications and expectations must be met by the proposer in order to be considered: a. Established, professional planning firm, AICP preferred. b. Prior work on comprehensive plans for communities of similar size and character. c. Appointment of a project manager to serve as the single-point of contact with the Village during the duration of the requested strategic comprehensive plan update. All inquiries must be in writing and received no later than 7 business days prior the proposal Deadline. Inquiries will be addressed in a published clarification document or addendum. All proposers are responsible for monitoring portal or the Village's website, and obtaining and acknowledging any and all addenda issued by the Village in connection with this RFP. The method of Contractor Selection has not been determined at this time. |
