Description

1.0 General Information and Scope This is a commercial service and supply Indefinite Delivery Indefinite Quantity (IDIQ) contract for Maintenance, Repair, Servicing, Modernization, Evaluation and Installation of Security Systems for the Emergency Management, Safety, and Security Division (EMSSD) of the United States Department of Agriculture Animal Plant and Health Inspection Services (USDA-APHIS) within the contiguous United States, Hawaii, Puerto Rico, Alaska, Guam and Central America. Location for services include, but are not limited to Federal Buildings, Border Control locations, and Airports. The total minimum (one time) order for this contract is $20,000.00 and the total maximum possible combination of orders total under this contract is $2,500.000.00. The individual order minimum is $2,500.00 The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. 1.1 Description of Services The contractor shall provide all personnel, supervision, and other items and non-personal services necessary to perform Security System Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.2 Background The United States Department of Agriculture (USDA) Emergency and Regulatory Compliance Services (ERCS) is continually assessing, installing, upgrading, repairing and maintaining physical security of its locations throughout the United States. These facilities include Research, Diagnostic, Aviation, Administrative, Warehouse, Livestock, Visitor and Multi-Use facilities. The Security Branch, located within the Emergency and Regulatory Services (ERCS) Emergency Management Safety and Security Division (EMSSD), provides services, technical support and counter-terrorism security solutions to a wide range of USDA Marketing and Regulatory Program Agencies. Presidential directives regarding Homeland Security requires APHIS to participate in multi-disciplinary security solutions (i.e., the USDA owned Enterprise Physical Access Control System (ePACS) infrastructure). This environment requires assessing, upgrading and maintaining electronic, mechanical, and procedural physical security systems. This contract will promote more efficient planning and performance through the utilization of competition and performance at the Task Order level rather than individual purchases for multiple segments of recurring work including, but not limited to: Access Control (ACS), Intrusion Detection (IDS), Video Surveillance Systems (VSS), Video/Intercom systems, security gates, door hardware, fencing, bollards, security bars, window security film, guard houses, guard stations, transaction windows, ballistic protection, and safe rooms. 1.3 Objectives Timely and efficient Maintenance, Repair, Servicing, Modernization, Evaluation and Installation of Security Systems to support the security mission of USDA APHIS EMSSD. 1.4 Period of Performance The period of performance is anticipated to be for a 5-year duration with specific periods of performance specified at the order level. The overall contract period is 3/15/2023 - 3/14/2028. 1.5 Place of Performance Services shall be performed at APHIS Facilities located at APHIS Hub Facilities (Riverdale MD, Ft Collins CO, Raleigh NC, and Minneapolis MN), as well as in all 50 states within the United States, and including U.S. territories. The method of contractor selection has not been determined at this time.
