Description

The County of Durham, North Carolina Requests Letters of Interest and Statements of Qualifications From Individuals to Provide Professional Engineering Services for the Bioretention Project at Neal Middle School. Project Background and Description: Durham County is Challenged With Meeting Multiple Nutrient Management Rules Including the Falls Lake and Jordan Lake Nutrient Management Strategies. As It Seeks to Meet the Requirements of These Strategies, the County Adopted a Set of Guiding Principles for Its Stormwater Program, Including Compliance, Efficiency, Resiliency, and Environmental Justice. To Proactively Prepare for the Onset of the Rules Reducing Nutrient Loads Associated With Existing Development, the County Has Developed Strategies to Manage and Reduce These Nutrient Loads. The County Has Identified a Project at Neal Middle School That Addresses All Four Guiding Principles and Will Help in Meeting the State's Mandates. The Neal Middle School Bioretention Project Will Address Runoff, Reduce Nutrients, and Provide an Educational Opportunity for the School's Students to Learn More About the Importance of Water Quality Protection. This Project Will Direct Currently Untreated Runoff to a New Stormwater Control Measure at the Back of the School as Well as Remedy Bank Erosion at a Nearby Outfall. In Partnership With Durham Public Schools, and Working With Neal Middle School Faculty and Staff, the County Will Also Seek to Create Curriculum Around the New Bioretention Area. A Bioretention Area is Proposed in the Open Space in the Back of the School, Northeast of the Durham County Sheriff Department Office and Adjacent to a School Access Road on the Neal Middle School Site. The Proposed Stormwater Control Measure (Scm) Will Collect Runoff From the School's Roof by Redirecting the Existing Roof Drains. The Surface Area for the Bioretention Area is Approximately 5,000 Square Feet. The Approximate Location Proposed for the Construction of the Bioretention Area is Shown on the Attached Exhibit, Prepared by Wk Dickson. There is Adequate Accessibility for This Project. Due to Safety and Operational Considerations, the Project Will Need to Be Constructed While School is Not in Session to Minimize Impacts to the School Community. Potential Constraints That Were Noted Include the Need for Additional Infrastructure to Divert Stormwater to the Proposed Scm. Several Power Poles Were Identified During the Site Visit as Potential Site Restrictions and Utility Conflicts. No Subsurface Utility Engineering Has Been Conducted to Date. To Reduce Bank Erosion and Improve Bank Stability, Channel Bank Stabilization Including Grading is Proposed Behind the Soccer Goal Down to the Sheriff's Office. The Stabilization Will Start at the Outfall of the Culvert in the Back of the School Adjacent to the Soccer Field. It is Anticipated That This Culvert Would Be Replaced as Part of the Proposed Project. This Channel Bank Stabilization Would Further Reduce Sediment and Nutrients Leaving the School Property and Making Their Way Into Lick Creek. Scope of Services: There Will Be Two Phases to This Project: Design and Construction. The Selected Firm ("Consultant") Will Work With Durham County and Durham Public Schools to Determine the Final Layout, Sizing, and Specific Facilities to Meet the Goals of Durham County for This Project. The Consultant Will Provide the Resources and Staff to Deliver the Final Project That Will Include, but Not Be Limited to: Phase I: Design: * Planning and Preliminary Design - the Consultant Will Provide Resources Needed to Provide Any Additional Planning and Design Information. Durham County Desires to Work With the Engineering Team to Develop a Comprehensive Project Scope. * Detailed Design - the Consultant Will Provide the Resources and Expertise to Complete the Design of a Well Performing and Reliable Bioretention Area That Meets Regulatory Requirements for the Structures and Operating Goals of the Project. * Permitting - the Consultant Will Provide the Expertise and Resources to Determine the Permitting to Be Completed and Work With Durham County and the Regulatory Agencies to Successfully Obtain All Required Permits, Which Include, but Are Not Necessarily Limited to Any Environmental Impacts, Ncdeq Authorization to Construct, Site Plan Approval, Building Permits, and Erosion Control Permits as Well as With Durham Public Schools. * Public Communication - This Project Has the Potential to Be a High-profile Project for Durham County and Will Represent the First Capital Project of the County's Stormwater Utility. This Will Require the Consultant to Be an Integral Part of the Communication Plan and to Ensure Appropriate, Ongoing Communications Are Maintained at All Times Throughout the Duration of the Project. * Cost Estimating - Adherence to the Adopted Project Budget is Critical on This Project and the Consultant Will Be Expected to Have a High Degree of Accuracy of Cost Estimating at All Phases of Design. The Selected Consultant Will Also Be Expected to Do All Possible to Help the County Ensure the Project Remains on-budget. Phase Ii: Construction: * Bidding Documents - Prepare Construction Bidding Documents Including, but Not Limited to, a Detailed Line-item Summary for All Necessary Construction Items and Overall Schedule of Performance Based on Summer 2024 Construction Timeline * Bidding Assistance - Provide Bidding Assistance During Advertisement Such as, but Not Limited to, Plan/specifications Revisions, Responses to Questions, Addenda Preparation, Contract Review, Etc. The Consultant Will Also Be Required to Assist the County in Ensuring All Possible Efforts Are Made to Help the County Meet/exceed Our Adopted Aspirational Mwbe Goals. * Construction Management - the Selected Consultant Will Provide Construction Oversight Including, but Not Limited to, Review and Respond to Contractors' Payment Applications, Change Order Requests, Requests for Information (Rfi), Resolving Design Conflicts With Unknown Field Conditions, Construction Material Quality Assurance and Testing, Construction Inspection/oversight During Construction. * As-built Survey - Conduct as-built Survey and Submit End of Project Certifications Including All Relevant Project Files in the Format(S) to Be Determined by the County. * Stormwater Permitting - Develop Permit Materials in Accordance With Durham County Stormwater Ordinance Including Operation and Maintenance Manual, Operation and Maintenance Agreement, and Stormwater Easement. * Post-construction - Conduct Post-construction Monitoring to Evaluate Bmp Effectiveness. Project Schedule: The Neal Middle School Bioretention Area and Channel Stabilization Shall Be Constructed During Summer of 2024, in Accordance With the Durham Public Schools Summer Break So as to Not Disturb the Academic School Year.
