Description

Schedule 1 - LaRiviere Inc - $ 9,665,205 Schedule 2 - Central Paving, Inc - $ 1,300,417 Schedule 3 - Central Paving, Inc - $ 2,074,929 Schedule 4 - Central Paving, Inc - $ 310,000 Schedule 5 - Knife River Corporation - Mountain West - $ 997,017 GIS Number: SM220 this work shall consist of reconstructing the State Street and 16th Street Intersection; widening State Street from 14th Street to 12th Street; reconstructing State Street from 12th Street to 4th Street; and reconstructing 9th Street from State Street to Bannock Street with concrete paving. The work includes reconstructing State Street from 4th Street to 2nd Street with asphalt paving. The work also includes constructing sidewalk, traffic signal, stormwater, and streetscape improvements, as well as adding communications conduit. . No work shall be done on State Street between 8th Street and 5th Street, including the intersections while the Idaho State Legislature is in session. The 2023 Session is scheduled to start on January 9, 2023. The 2024 Session is expected to have similar schedule. See the Supplemental General Notes for more information. This work must start before April 3, 2023, unless otherwise approved by ACHD. The work shall be completed in its entirety on or before September 25, 2024. The completion dates are predicated on the intent of ACHD to issue a Notice to Proceed to the Contractor on or about March 20, 2023. ACHD shall be entitled to Liquidated Damages of $4,000 for each calendar day of delay in the completion of the work. A delay on one portion of the project does not justify delays on other portions of the project. All questions or clarifications concerning the content and requirements of the Invitation to Bid (ITB) must be posted in the Q&A section of the solicitation located at the website. All questions or clarifications must be submitted by 12:00 pm on Monday, January 30, 2023. Any interpretation that may alter or change the ITB will be in writing, in the form of Addenda, which will be furnished via the website. Except as modified herein, all construction shall conform to the currently adopted Edition of the IDAHO STANDARDS FOR PUBLIC WORKS CONSTRUCTION (ISPWC), and approved supplements, for use in the ACHD rights-of-way. Except as modified herein, any bridge construction shall conform to the currently adopted Edition of State of Idaho STANDARD SPECIFICATIONS FOR HIGHWAY CONSTRUCTION including the current edition of the Supplements and Standard Drawings. Proposals must be accompanied by an original or photocopy or electronic version, e.g. PDF, FAX, etc. of certified check, cashier's check, or a bid bond (collectively referred to hereafter as "Bid Security") issued by a surety authorized to issue such bonds in the State of Idaho, in an amount of ten percent (10%) of the total amount of the proposal submitted. If a photocopy or electronic version of a certified check, or cashier's check is provided with the proposal, an original certified check or cashier's check shall be submitted to ACHD within 48 hours of the bid opening. In addition, any Contractor submitting a Certified Check or Cashier's Check for Bid Security will be required to submit within 48 hours of the bid opening, a letter from their bonding company stating that it will guarantee bonding for the Bidder, in the event said Bidder is notified via a "Notice of Intent to Award Letter," that it is the apparent low-cost Bidder and may be awarded the contract. Said letter is to be included with the Proposal Form, and shall name the Bidder, project number, and the amount of bonding value being guaranteed. The apparent low-cost responsive Bidder will be required to furnish the necessary additional bond(s) for the faithful performance of the contract and supply the necessary insurance documents as prescribed in the ITB. The right is reserved to reject all proposals or reject any proposal not conforming to the intent and purpose of the Contract Documents whenever such action appears to be in the best interest of ACHD. Award of a contract pursuant to this invitation may be delayed, without penalty, for up to sixty (60) calendar days after the date of bid. This Public Works project is not financed in whole or in part by Federal Aid funds. Bid proposals will be accepted only from those contractors including prime contractors, subcontractors and/or specialty contractors, who, prior to bid, hold current licenses as public works contractors in the State of Idaho. A Type 1, 2, or 4 License is required for ACHD contract work. A Type 4 License shall include the appropriate "specialty" categories related to roadway construction. Expected Contract Bonding Requirement: $14,200,000.00
