C. Architect-Engineer Services Contracting Office Address: NASA/John F. Kennedy Space Center, Procurement, Kennedy Space Center, FL 32899 I. ACQUISITION DESCRIPTION This requirement is being acquired in accordance with FAR 36.602, Selection of Firms for Architect-Engineering Contracts. This acquisition is for Architect-Engineer (A&E) Professional Environmental Restoration and Compliance Services at all NASA Centers, component facilities, and other NASA responsible assets. This includes, but is not limited to, Ames Research Center, Armstrong Flight Research Center, Columbia Scientific Balloon Facility, Glenn Research Center, Glenn Research Center - Armstrong Test Facility, Goddard Space Flight Center, Goddard Space Flight Center - Wallops Flight Facility, Jet Propulsion Laboratory, Jet Propulsion Laboratory - Deep Space Communications Complex, Johnson Space Center, Johnson Space Center - El Paso Forward Operations Location, Johnson Space Center - Ellington Field, Johnson Space Center - White Sands Test Facility , Kennedy Space Center, Langley Research Center, Marshall Space Flight Center, Marshall Space Flight Center - Michoud Assembly Facility, Santa Susana Field Laboratory, and Stennis Space Center. This Synopsis, number 80KSC022R0015, is prepared in accordance with Federal Acquisition Regulation (FAR) 5.207, Preparation and Transmittal of Synopses, and NASA FAR Supplement (NFS) 1805.207-70, Synopses of Architect-Engineer Services. This is a request for a Standard Form (SF) 330, Architect-Engineering Qualifications. This acquisition will be conducted under full and open competition procedures allowing maximum participation from large and small businesses. The North American Industry Classification System (NAICS) code for this effort is 541620, Environmental Consulting Services, and the small business size standard is $16.5 million. Any reference to "A&E", "A&E firm", or "firm" includes teaming arrangements. II. PROPOSED CONTRACT INFORMATION KSC intends to award up to six (6) Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts for this effort. The Government intends to award 50% of the awards to small businesses. However, the Government reserves the right to only make awards to other than small businesses if no small businesses are deemed highly technically qualified and no small businesses fall within the final selection range. Each IDIQ contract will have a minimum value of $1,000, which represents the minimum value of work the Government is required to order. Each individual IDIQ contract will have a maximum value not to exceed $375 million and the total maximum amount of work to be ordered under all the IDIQ contracts will not exceed $375 million. Each awarded contract will have up to a five (5) year ordering period with no options. Page 2 of 15 Work will be accomplished as individual firm-fixed-price task orders under each IDIQ contract. If two or more contracts are awarded, the Contracting Officer will provide the contract awardees fair opportunity to be considered for each Task Order consistent with FAR 16.505 (b) and FAR 36.602 and with contract article entitled, "Task Order Placement Process" to be incorporated in the contract(s). As determined by the Contracting Officer, performance of work under Task Orders issued against the IDIQ contract(s) may extend or be extended beyond the ordering period of the IDIQ contract(s). III. A-E SCOPE OF SERVICES The IDIQ contract scope of work includes A&E Environmental Restoration and Compliance Support Services at all NASA Centers, component facilities, and other NASA responsible assets. The A&E Restoration Professional Services for this contract will include, but not be limited to: technical consultation; review of historic records and performing interviews to identify areas where contaminants may have been released to the environment; confirmatory sampling; investigations; development of conceptual site models; human health and ecological risk assessments; sampling various environmental media using current industry-standard sampling techniques and sampling tools in accordance with Federal, State, or local laws and regulations; groundwater modeling; demonstrated experience with chlorinated solvents, per- and polyfluoroalkyl substances (PFAS), and other contaminants of concern (COCs); remediating and/or provide long term management of affected environmental media (air, soil, soil vapor, sediment, groundwater, surface water) including operating, maintaining, and monitoring of treatment systems and treatment technologies (ex-situ and in-situ); performing remediation construction oversight; maintaining and inspecting post-closure landfills; munitions and explosives of concern investigations; performing land use control inspections; preparing plans, designs, and reports; preparing permit applications and providing permit modification support; providing public meeting support with regulatory agencies, the public, and other stakeholders, as required; and providing risk communication support. The A&E Environmental Compliance Professional Services for this contract will include, but not be limited to: technical consultation; performing studies and preparing permit applications; and preparing plans and reports in support of environmental compliance activities. Compliance activities include audits and inspections; hazardous and solid waste management; emergency spill cleanup; hazardous materials management; air compliance and permitting; wastewater; storm water; storage tanks; spill prevention, control, and countermeasures; toxic substances; sustainability and pollution prevention; recycling; natural resources; cultural resources; energy and water management to include Leadership in Energy and Environmental Design (LEED) certification; community outreach; climate action and adaptation support; Environmental Management Systems; regulatory risk analysis and communications support; Environmental Justice; and National Environmental Policy Act (NEPA). The following professional disciplines are required: engineers with environmental restoration experience; engineers with environmental compliance experience; professionals with environmental investigation and remediation experience; hydrogeologist; chemist; Geographic Information Systems (GIS) specialist; natural resources specialist; cultural resources specialist; QUESTIONS/COMMENTS Questions or comments must be submitted in the format of the IDIQ Question Form (Attachment 3), either in a Microsoft Excel file or in the body of an email.
