Description

This Request for Quotations is to provide pricing to provide all labor, materials, and equipment necessary for cleaning and grading of 4.7 miles for the Elkton Drainage Canal that runs east to west adjacent to Canal Road in Elkton, Florida. The canal is approximately 3.5 miles long to the east of CR 13A and 1.2 miles west of CR13A. The awarded Contractor shall perform cleaning and grading of the canal as required in accordance with the specifications provided herein. Canal Cleaning and Grading This project shall include, but is not limited to: • Clean and grade canal, once a year as needed and approved by St. Johns County Road & Bridge Department, to allow free and unobstructed flow of water. Reshape and remove undesirable materials according to the line and grade, as directed by the County. Do not undercut the toe of the slope. Related work will include site preparation, erosion control and spreading materials. • The County will work together with the contractor in an attempt to determine a start date that is amenable to both parties. The County retains the right to determine when to begin work. Complete the work one time each calendar year. Complete work within 14 calendar days, weather permitting. • Salvageable material, as determined by the County, will be identified as fill material for low areas, washouts, etc., within the project limits. Material that is used within the project limits shall be uniformly distributed over specified areas as determined by the County. The County may supply suitable material to fill low areas, washouts, etc. within the project limits. The awarded Contractor is to place and shape the material at no additional cost to the County. The County will provide dump trucks to haul off and will be responsible for any material not used within the project limits. Material shall not be placed along the berm adjacent to the canal. • Construction Methods: Coordinate with the utility companies (by calling Sunshine 811) for the location of all utilities prior to beginning work where digging or grading work is required. • Fill and grade eroded areas to the specified line and grade. Completed work will result in a flat bottom canal. A V-shape will not be permitted. The canal will be free of obstructions with smooth transitions of grade or slope changes. • Take sufficient precautions to prevent pollution and follow all Federal, State, and local regulations when cleaning and reshaping the canal. • Erosion Control: Provide prevention, control, abatement of erosion and water pollution. The cost of erosion control will be incidental to the work being performed and not be paid for separately.
