Description

This Sources Sought Synopsis is in support of Market Research being conducted by the United States Navy to identify potential sources, and to issue a Request for Information (RFI) from all businesses capable of providing services for the project work scope listed below. CLCS 1st Unit Procurement Work Scope Build, test and deliver a set of skids and off-skid equipment to deliver up to 1200 gallons per minute (GPM) and 400 tons of cooling water using a combination of a dedicated air-cooled chiller and supplementary chilled water from an external chilled water source. Main equipment Skids: Ship service skid – Provides pumping, water quality management, expansion tank and chiller isolation heat exchanger to supply water to the ship. Programmable Logic Controlled (PLC), local human machine interface (HMI) and main power distribution likely to be located on this skid. Chiller support skid – Provides buffer tank, chiller circulation pump and valves. Chiller skid – 300 ton chiller mounted on a skid that provides the transportability detailed below. Off-skid equipment: Hoses for connecting to ship, potable water spigot, sewer drain, seawater supply, seawater drain. Off-skid manifolds for connection to ship and other miscellaneous piping/hose adapters. Remote HMI (located in remote control booth) and power/data cables. Electrical cables for connection to drydock 460V industrial power outlets using two sets of 460V 3-phase cables providing up to 400A each (800A total capacity). Electrical cables to be specified by gov’t. All skids must be transportable within the shipyard by forklift and crane. Maximum weight for each skid shall not exceed 30,000 pounds, with all water drained. Skids must include forklift pockets and crane pad eyes. Fluid system design and Bill of Material (BOM) will be provided as Government Furnished Information (GFI) after contract award. Design will include piping and equipment arrangements and routing. Contractor to generate production-ready drawings from GFI drawings. Changes to system design must be approved by gov’t. Contractor to be responsible for engineering of structural elements, including skid base and equipment mounting/support, electrical power distribution and routing, routing of instrumentation and control wires, routing of control software development, testing and delivery to the shipyard. Control software, including any networking and HMI software, to be provided in binary and source code form to the Navy. The Navy will retain intellectual property rights to all software necessary to operate the system. Testing to include pressure/leak testing, performance testing, operational testing over the range required, demonstration of control system operation and stability. Testing to include dedicated chiller operation, external chilled water operation and mixed dedicated/external chilled water supply operation. Contractor to provide training for assembly and operation to shipyard personnel at vendor test site upon successful completion of testing. Contractor shall supply facilities capable of providing full electrical power and necessary heat load for a full system test. System acceptance test procedures will be provided as GFI and will require gov’t witness during execution. Contractor to provide engineering support during initial setup and operation at the shipyard. Contractor to make modifications to the design as needed to ensure system meets performance requirements.
