Fencing Supply and Installation Services Proposal

The City of Laconia Public Works Department is seeking proposals from qualified firms capable of providing on-call services for installation and/or replacement of new galvanized and/or black coated chain link fencing. Proposals shall be for a one (1) year agreement that may be extended annually for up to three (3) consecutive one (1) year periods upon mutual agreement between the City and the Contractor. The cost proposal shall be based on removal and disposal of existing damaged fencing and supply and installation of new black coated chain link fencing across from #504 Scenic Road Laconia, NH. The scope includes remove and dispose of existing damaged fencing and supply and install approximately seventy-five (75) feet of four (4) foot high chain link black coated fencing at the location shown in the attached diagram and detailed below under Scope of Work. The City of Laconia reserves the right to accept or reject any and/or all proposals or any part thereof, to waive any formality in the proposal process, and to accept the proposal considered to be in the best interest of the City. The City may cancel this Request for Proposals at any time for any reason. Failure to submit all information called for may be sufficient grounds for disqualification. Scope of Work 1. Furnish all labor, equipment and materials needed to remove and disposal of approximately seventy-five (75) feet of (4) foot high chain link black coated fencing, poles, and concrete located in the grass area behind the sidewalk. 2. Furnish all labor, equipment and materials needed to construct approximately seventy-five (75) feet of four (4) foot high chain link black coated fencing, specified below. 3. Commercial Grade Fencing Specifications a) Galvanized Black Coated 9 gauge fence with 2" mesh, 4 ft. tall. b) Top Rail 1 5/8" O.D. c) Posts: 2 7/8" O.D. for terminal, end and corner posts; 2 3/8" for line posts. d) Dome style post caps e) Bottom tension wire f) Posts to be set in 30" x 8" holes. g) Concrete for posts to be mounded at base of post to prevent ponding. 4. See attached figure for reference of fence location Bonding: Performance and Payment Bonds are required when a construction or service contract is awarded in excess of twenty-five thousand dollars ($25,000). The following bonds or security shall be delivered to the City and shall become binding on the parties upon the execution of the contract: (1) A performance bond satisfactory to the City, executed by a surety company authorized to do business in the State of New Hampshire or otherwise secured in a manner satisfactory to the City, in an amount equal to one hundred percent (100%) of the price specified in the contract for the full term of the contract; and (2) A payment bond satisfactory to the City, executed by a surety company authorized to do business in the State of New Hampshire or otherwise secured in a manner satisfactory to the City, for the protection of all persons supplying labor and material to the contractor or its subcontractors for the performance of the work provided in the contract. The bond shall be in an amount equal to one hundred percent (100%) of the price specified in the contract for the full term of the contract. **Bonding is not anticipated as being required for this project. Insurance: The selected firm must provide a certificate of insurance satisfactory to the City of Laconia (see attached Insurance Requirements form). Award : Following the review of each proposal, the City will identify one proposal as being most advantageous to the City. During the contract period, as scope presents itself, additional tasks will be added to the contract at mutually agreeable price and terms.
